WIP on interior. Driveway is being prepped for paver installation. No trackout, no work occuring below retaining wall. No discharges. Permit sign posted at entrance.

Both entrances now paved, no trackout to Parkcenter and interior surfaces and drainages to the permeable pavers have been swept and not dirt stockpiles. WIP on southwest corner of project including landscaping. Silt fence along Loggers Creek has been removed where landscaping/stabilization has been installed behind condo units. No corrections requested at this time.

WIP on installing hillside erosion controls, including slope intercepting wattles, horizontal tracking, hydromulch application, and erosion control blankets.

Wattles are staked down, but in some areas were not trenched in, potentially due to frozen ground or rough/steep terrain. Some tenting of the ECB is observable but it is staked down and should prevent raindrop erosion.

Construction entrance has been lengthened and sand bag sediment check dams installed to trap dirt on the side of the development.

Extensive amount of labor and materials utilized, will monitor performance during next precipitation to identify any issues.

All multifamily buildings now complete. Final site improvements of landscaping and clean up are in progress. Onsite drainage facilities are installed, cleaned, and stabilized.

RP onsite, will call for Site Final inspection in December. Note , the 6 seperate ESC permits have been finaled.

Conference with park developers regarding next phase of Whitewater Park conducted 11/16.

Project tentatively set to begin October 2017. Seperate ESC permits and SWPPP to be submitted.

All construction of Esther Simplot Park is complete. This ESC permit to remain open to monitor the unfinished area between parking lot, River and canal intake structure. Area may require additional stabilization or ground cover but currently is compacted earth and river rock. Hydroseeding did not establish. Water could potentially flow out of this area by the intake structure, currently a sediment control wattle has been installed.

No other corrections needed, all temporary BMPs have been removed and other disturbed areas stabilized.

No trackout or discharges, but improper permit and project start-up procedures:

- no site preparation inspection requested as required
- RP Ken Scaggs is listed but is not directly associated or in control of project
- SWPPP & eNOI filed by Granite Excavation, they should have RP
- No inspection reports filled out in SWPPP binder
