Inspection 11/4

Need to install additional stormwater controls at top of culdesac to handle increased runoff from the grazed area above the culdesac. We had erosion here last year and there is risk of further erosion this year due to the near bare conditions.

Notified RP Scott, he will install additional wattles and assess the area.

ESC19-00995 Complaint Inspection11/5/201911/5/201911/5/2019 3:37:06 PMPPART
notified of a turbid discharge spotted in this area during an aerial/LIDAR survey of the Boise River

Potential that crew cleared a debris dam in the drainage canal that runs through the south side of the site and caused some turbidity. Removal of this dam seem to have increased the flow of the water which may also be stirring up silt/mud on the canal bed.

There is also beaver activity and maintenance of the canal culvert (due to clogging from beaver cuttings/mud dams) that may cause brief turbidity and upstream in DD3 drainage through Ann Morrison that could have been a potential source.

Turbidity samples: outlet to Boise River in Garden City (Crab Shack)) = 14 NTU around 1:30. Plume was visible at 1 PM

- Site discharge monitoring location in canal 27 NTU

Upstream in canal between debris clearing (west of the rookery shelter) 28 NTU

- midway debris dam in drainage canal just past the cleared area 62 NTU

- downstream side of culvert for outlet of first drainage channel pond area 10.4 NTU (*this is where there is beaver activity)

- pond inlet culvert from Ann Morrison 9.55 NTU

No readings over 50 NTU incidental limit to the Boise River, but if there is any channel work or activity in water, turbidity monitoring and observation of plumes should occur.

Correction request: During work on piers for future viewing decks, suggested a coffer dam or diversion of flowing water in canal and have turbidimeter onsite at time of work in case of any visible plumes. This event should be noted in the SWPPP, potentially in the Corrective Actions to have a protocol for any in-channel work.
