check on dewatering that started this morning

Dewatering from sewer installation in progress and started yesterday. The water is remaining within bermed areas for land application with infiltration. No flow to Walling Creek observed. Water is not flowing turbid. Approved.

Correction request:

During walk through, observed windblown trash and wrappings in Walling Creek wetland area from Barber Valley townhomes. Need to have crew fish out and collect trash this week.

Follow up inspection conducted at 3:30 PM on 2/27. Two earthen dams were constructed to isolate the excavation activity from the well boring for the dewatering pump. The length of pipe of the dewatering hose was extended to place pipe in more vegetation as well two section of ribbed perforated pipe wrapped in geotextile fabric to treat water at end of pipe.

The water in the ditch to the west of the site was turbid but water coming out of the end of the pump system is now clear. Running through additional vegetation should also help with sediment removal.

Will re-inspect in the 2/28 AM to check on conditions.

Dewatering activity not in compliance. No treatment or settling occuring. End of pipe sediment sock not installed properly, drawing water from muddy area next to excavation and equipment traffic. Discharge flows into existing drainagge ditch along Warm Spring bypass and then flows in Walling Creek wetland area. Turbid water observed in wetland but plume had not yet joined the stream flow heading towards Boise River.

Corrections requests issued:
- install check dams in drainage ditch to slow flow of water and provide some settling and sediment capture
- isolate area where pump is pulling water so that less turbid water is pulled into pump
- turn off pump to re-install end of pipe treatment BMP

CA Paving responded to initial correction requests and is working to improve the dewatering setup and add more controls.

Approximately 2 hours spent at site requesting corrections and notifying on-site coordinator. Non-compliant discharge of turbid water from construction actitivity into creek. Special investigation fee issued.

Dewatering plan that was not submitted was not implemented or inspected once flowing.
