Meeting and inspection performed Monday 2/29/2016. The inspection started with a meeting with the project’s storm water pollution prevention team. The team consists of M+W Construction and Micron representatives. City of Boise ESC Permit conditions and prospective inspection frequency for the project was reviewed and discussed. The items mentioned included:
• A City of Boise ESC Inspector will inspect the project at a minimum of once a month. Inspections may consist of a site walk through and observation of construction site pollution prevention BMPs and a meeting. Inspections of track-out to Federal Way, checking for significant fugitive dust plumes, and the discharge point into Fivemile Creek will also occur without a full walk through.
• City of Boise ESC Division responds to all complaints received regarding an active construction sites, which results in an inspection.
• The project storm water team shall be notified when inspections are conducted and the inspection results can be reviewed at http://pdsonline.cityofboise.org/pdsonline/details.aspx?id=ESC16-00242
• Micron may request an inspection by the ESC division by ###-#### or ###-####
• If an inspection results in the need for a corrective action, a Correction Request will be issued with set time of compliance depending on the urgency – for example, if a turbid/polluted storm water discharge is occurring, corrections would need to be made immediately. Street sweeping and BMP maintenance typically have 2-3 day compliance times.
There were no points of contention with the above topics that were brought to attention. The stamped and approved SWPPP notebook prepared for the project was presented and reviewed. All required forms including a site map with BMPs indicated, NOI form for CGP permit, signed Certification Statements, narrative of BMPs installation and maintenance procedure, inspection form templates, and corrective action forms. The SWPPP is very comprehensive and easy to follow.
• SWPPP inspection frequency is once per week by members of the storm water team using the inspection template that has all BMPs on site listed.
• Corrections and maintenance procedures are noted on the form as well as a site map that is included as part of the template. Changes are then added to the master SWPPP site map.
• BMPs include perimeter sediment control around the active building footprint, sediment control silt filter bags on all on-site storm drains, wattles used to intercept/trap larger sediment in gutters before entering bags, rock construction entrances for the haul roads, plan for fugitive dust control as needed, and designated material storage and spill prevention practices.
• There were no corrections needed on the SWPPP and record keeping.

He stated he will make sure it is done this week and will call to notify me. Construction is complete at Terraces and this is the only remaining item to satisfy permit conditions.
