Site is vegetated and has stormwater drainage complete. No evidence on new runoff from site to the Logan alley.

Logan alley still has erosion issues. Temporary BMPs installed are preventing alley runoff from flowing to neighbors yards. To close permit, need to remove the temporary BMPs but permit holder does not want to be responsible for runoff from the alley if it causes issues.

Conferring with builder, ACHD, and Boise PW Sewer.

Inspection conducted between 11:15-12:15 on Thursday 2-6

- muddy runoff flowing down Vortex overwhelmed checkdams and berms placed in roadway and at bottom hill. Muddy runoff was flowing into the pond at Ridge Point & future lower subdivision entrance. This pond also receives runoff from the surrounding streets and the Boulder Heights phase #6 stormwater pond at the upper end Stone Point
- Observed turbid discharge at the bottom of site at the temporary bypass outlet into creek that flows to stormwater ponds/basins and then Walling Creek to the Boise River. Stomwater channel at bottom of hill was muddy. No plume to Walling Creek observed
- Notified RP Steve to meet onsite. Made corrective action plan to block runoff from Vortex from flowing into the pond and instead to the subdivision reservoir that does not have an outlet. Also to dewater dirty water in pond by pumping to reservoir to settle and avoid further discharge of this water in the the pond.

Inspection conducted 2/6. Significant amount of erosion within site and muddy runoff leaving site after rainfall and snowmelt.

DIs and gutter bag check dams were maintained after onsite conference last week. New DI bag installed on east side of Teresa. One new berm was installed along the section of road that had a significant blowout.

Did not complete:
- installation of all diversion berms discussed in conference
- perimeter silt fence repair (Track Utilities not finished with joint trench)
- no other additional BMPs within site.

Lots of muddy water reached the drainage ditch across Teresa and the check dams require maintenance. Concrete washout pit has been flooded and is inaccessible due to mud.

Corrections:
- provide above ground concrete washout containment on 2/7. Crew onsite preping for sidewalk
- clean mud off road and out from behind the gutter bag check dams
- check for any maintenance issues on the chip check dams places on east side of Teresa
- keep employees off of mud.
- make plans to order silt fence and install new diversion berms to prevent slope erosion

RP Rhett stated he will order an ecopan and make a site visit. Follow up inspection scheduled.
