Grading work in progress. No fugitive dust and no major trackout.
Correction needed: Construction entrance needs maintenance and the correct size rock if hauling is going to occur.
Investigated the work occuring in Warm Springs Creek channel. The work is detailed and approved in the grading plans and is widening the channel to 8 feet leading up to rip rapping it under the road culvert. Work appears to have remained within the designated area of disturbance.
This creek will need stabilization and erosion control as soon as possible as there is no diversion for runoff and rain water in the Warm Springs Creek. The creek is flowing at Barber Road but soaks into the groud approximately 1/4-1/3 mile upstream of the construction in the horse/cow pasture.

Inspection notes continued from 2/29:
After reviewing the SWPPP, we performed a site walk through and review of BMPs.
• All runoff from the construction site flows into Micron’s permanent storm water treatment and retention facilities. There were no non-point sources or direct outlets offsite. These include catch basins, sand and oil interceptors, a large retention pond, and a flow control device at the outlet to the creek. Micron is monitors storm water discharges for their industrial operations (MSGP) including testing for pollutants. Flow out of the pond may also be stopped altogether if necessary.
• Temporary BMPs have been installed to protect the permanent storm water infrastructure and treat construction site storm water runoff. The installation of sediment filter bags on all receiving catch basins was done properly. These are checked during each inspection and maintained regularly per the Storm water Team. No full bags were observed.
• Around the site it appeared that any loose sediment on roads and parking lots were swept up regularly. A heavy duty rock construction entrance is installed for construction traffic. The areas around the site were very clean.
• All waste materials are contained and hazardous materials collected for proper disposal per RCRA requirements for Micron’s operations. A designated staging and stockpiling area has been provided to the northeast of the construction area. A leak-proof concrete washout facility and silt fence perimeter are noted in the SWPPP.
• A perimeter sediment control is installed around the building footprint. It consists of filter fabric buffer strip covered with rock. Sheet flow off the paved surfaces passes through this filter and traps sediment before flowing towards the gutters and catch basins.
• No fugitive dust issues observed at time of inspection.
• City of Boise ESC permit sign and CGP permit signage posted clearly at Gate C on Federal Way.
• We did discuss use of the straw wattles and filter fabric installed at the outlet to Fivemile Creek that had been observed prior to this inspection. After review of the onsite treatment and BMPs and that these installations are not intended to be the primary filtering BMPs, they are not causing any apparent damage and may be used at the discretion of the project’s Stormwater team.
The inspection passed the review. No violations were observed and no corrective actions issued.
