Thunderstorm conditions with > 0.3" in one hour passed over site.

No hillside or slope erosion within site. Water from new subdivsion areas is contained on site by grading/channeling on Vortex to the detention ponds behind dam (no outlet).

Stormwater from existing roads and stormwater system is flowing into the pond at Ridgepoint and Vortex which has been under re-construction and expansion. Stormwater is picking up turbidity in this pond since it is not yet complete and previous attempts to line the bottom of the pond to keep accumulated sediment down have not worked.

Outlet pipe from pond is supposed to be connect only to the bypass pipe, instead water is surfacing out of manhole , flowing over disturbed area into the old section of creek and into the new stormwater pipe which does not have the proper outlet protection and additional erosion is occuring at the outlet. Bypass pipe must not be connected correctly or is plugged, only small amount of the water is going through the bypass.

Correction requests:

- connect pipes to new stormwater system so water leaving the pond does not go to surface
- install outlet protection (rip rap, lining) to prevent erosion at the discharge point of all pipe outlets at bottom of site.
- work on way to prevent stormwater from existing system from getting dirty in the unfinished pond
- write corrective action report for SWPPP
- have turbidimeter onsite until completion to take readings of every discharge

Discharge was muddy at bottom of site. Muddy water was observed flowing into Walling Creek which is connected to the Boise River.
- Consider increasing retention time in Ridgepoint/Vortex pond of having a valve to stop flows once rain has stopped to let water settle/pump out down to resevoir.

Investigation, corrective actiions, and enforcement is pending.

RP was onsite working to make corrections and order labor and supplies for tommorrow.
