Site is mobilizing to install utiilities, complete Eyrie Way, and widen and complete Arrow Villa extension to Winter Camp to finish phase 10.

ESC corrections in progress, discussed with site RP who will notify operators and developer:
- install/improve lower and upper construction entrances with 50 ft min length and heavy duty rock. Sweep loose dust at entrances regularly to prevent windblow fugitive dust.
- ensure that water truck is onsite today to control fugitve dust as necessary along haul roads and on material stockpiles.
- post new ESC sign on both upper and lower entrance.

Other comments:
- all construction traffic that can safely enter site from the lower entrance or Arrow Crest should do so to avoid using Arrow Villa. Employees should park at bottom entrance, project managers should travel through construction site.
- Arrow Villa extension should remain closed to the public and other thru traffic until Eyrie Way is open.
