Ride along inspection of Harris Ranch North hillside grading & fill operations:

During the inspection of the upper section of the construction site I observed many BMPs in action as summarized below:

1. Dust suppression - water truck circulating on the main road from the site entrance, offices and staging area to hillside area. Road was not dusty due to moisture but was also not muddy, . Dust suppresion and compaction water for hillside work is stored in temporary lined holding pond at top of main entry road. Water pumped up from Penn. Canal. Large water buggy (9000 Gal) carries water to operations area as well as water trucks. There were no significant dust plumes observed.

2. Cut-slope faces and parcel stabilization & erosion and sediment control BMPs: slopes have been compacted and tracked horizontally. Sediment troughs have been created by earthen berms to contain/direct runoff. No rills or gullies observed throughout site. Slopes will be stabilized with combination of mats (coconut, jute) as well as bonded fiber matrix (BFM) and a site specific seed grass mix for hydroseeding. Before this work is done, top soil that was collected and stockpiled earlier in grubbing phase will be redistributed to provide growing medium for new grass & vegetation. Wattles will be installed at 10 ft intervals by Syman Co. The cut slope stabilization activities are scheduled to begin early November.

View lot parcels graded to direct runoff sheet flow inward to roadbase instead of to the hillsides. Edges of lots have earthen perms for extra containment.

3. Surface water and perimter sediment controls:

Silt fence installed along Pennitentiary Canal as well as preserved banks. Silt fence installed at wetland/drainage interfaces in the area of operations for the United Water main line installation that will go up Council Springs. Crews onsite installing silt fence. Water line work to begin next week.

4. Staging area and material containment BMPs:

Dual lined fuel tank, designated storage areas with containers labeled and stored with secondary containment for spill protection. Vapor barriers have been used for lining. Staging area has rock tracking pad, no trackout to Barber Dr. occuiring, and SWPPP and Boise ESC permit information is posted. SWPPP located in job trailer.

Site is in good condition currently and no violations were observed. No complaints have been received by the ESC division. Approved.

Service station demolition complete. Site is now new drive thru coffee shop under construction. This permit closed, active work covered under ESC15-00260. No corrections at this time.

WIP on multiple SFHs in framing phase. No offsite runoff of sediment or other materials. Subdivision DIs with have sediment bag protection. No windblown trash issues.

Correction:

- No designated lined washout. Working with developer and homebuilders to have a washout instead of pouring out on open lots.

On-site meeting scheduled for 11:30 AM to check for corrections and to get site in compliance.

Corrections in progress to satisfaction of inspector:

1. Silt fence installed and trenched/backfilled to red line indicator.
2. Permit sign now securelyl and visibly posted.
3. Lined washout pit for driveway and curb cut waste now on site.
4. Sidewalk has been swept and street and gutter swept by sweeper truck.
5. New DI bag installed in inlet

Corrections remaining:
1. Port-a-pot to be moved away from storm drain (> 50 ft) and staked down to prevent wind tippage or vandalism.
2. Pay re-inspection fee issued to site for multiple inspections required to complete corrections and sweeping and traffic control performed by inspector 9/25.
3. Continue housekeeping ( regular sweeping, trash containment and removal)

Note:
driveway is very steep and not suitable for temporary rock entrance to control tracking. Discussed with Steve with Syringa that sweeping frequency and monitoring will be 2x times weekly the next 3 weeks until concrete driveway is installed.

Requested to RP that curb cut slurry be contained and disposed properly by subcontractor.

Approved to continue work, no SWO issued and escalation level back to compliance level. Project should be done within1-2 months at most

Work in progress on pool, pool patios and shade covers, driveway and landscaping. Main site permit is ESC14-00403. Pool permit is ESC15-00396. This permit is for the backyard construction for pool surroundings.

Fugitive dust from stone saw -cutting with no dust suppression water. Stonecutter stopped work upon request, I noted that the cutter had a water connection and asked to hook it up to a hose.

No other violations observed. Warning issued to workers to continue dust suppression. Also requested Noah from RCH control his crew's dust as well.
