I was contacted a couple weeks ago by Intermountain gas. The homeowner James Hackett contacted Intermountain gas to get a new meter set and the gas turned back on to the house. They instructed him that he needed to get a permit from the City of Boise and have a pressure test completed first. James Hackett pulled a mechanical permit (MEC19-04910) on 10/30/2019 and scheduled a pressure test for this morning 10/31/2019. I informed our Building Official of the activity and we both agreed that we can not allow the gas to be turned back on to this house until the outstanding code compliance issues and building code issues have been resolved/addressed. I canceled the inspection and put a parcel hold not allowing any further inspection to be scheduled with notes on both stating” No inspections can be completed until code compliance issues have been resolved with Code Enforcement and Building code issues have been addressed/resolved with City of Boise Plan Review”. I called and left the home owner a message at the number provided ###-#### to call me to discuss. He returned my call just before lunch. To summarize the call, I instructed him of the notes that I had posted on the inspection and that he need to comply with them before I would perform a pressure test. He was agitated to hear that I was refusing to allow the gas to be turned back on. He stated that he looked online and all the permits other than the roof leak had been finaled. I explained to him that there is an active code case that will not show up online for the public to see and that the open roof leak permit (this MIS) had additional items that needed to be addressed/resolved. I also mentioned during the conversation that we had posted correction notices and an unsafe to occupy notice. Additionally, through this conversation it appears as though there may still be people residing within the home. He indicated he need to get the gas on because of a couple guys inside. I commented that there shouldn’t be anyone residing in the home because as I said before this house was posted as unsafe to occupy. The call ended with him saying he need to do some more research and that he would get back with me.

No response/actions from previous NOV posted on 3/29/2019. Front door was ajar when we arrived and no one answered door or responded to verbal announcement No entry was made to the inside of dwelling or to rear yard. Posted Notice of violation (25 day) to repair all existing code violations (all trades) also posted structure unsafe to occupy on front window. At same time Intermountain Gas removed gas meter from front of structure. Photos attached.

On March 28, 2019 I walked 1615 S. Juanity St., Boise.
A. Downstairs: Two gas fired water heaters;
1. Without an insulation blanket (left):
a. No flue exists.
b. The T&P valve isn't piped.
c. The burner chamber door is missing. Clothes are laying against the chamber door.
d. A drain pan isn't present and is sitting on carpet.
e. Pex pipe is within 18" of the water heater.
2. With an insulation blanket (Left);
a. The flue is not piped.
b. The T&P in not piped.
c. The burner chamber door is missing.
d. A drain pan is not present and is sitting on carpet.
e. Pex pipe is within 18" of the water heater.
B. Garage Level:
1. Power vent water heater.
a. The garage is inclosed and is attached to the house.
b. The power vent isn't vented.
c. T&P is pointed straight up, connected with a pvc nipple, reduces to 1/2" pex.
d. Pex piping within 18" of the water heater.
e. Non-approved fitting are present in the water line to the heater.
There are several code violations. The most severe are listed above. The water heaters on the lower level are located in an inclosed patio, used for a laudry room, gas dryers are not vented, and exhaust directly into the space with access to the main house and oprable windows. The water heater is fan forces and not vented; blowing exhaust directely into the garage (shop), with a path to the house.

- Four water heaters one on deck outside, two below deck inside makeshift laundry room, and one in garage are all missing flue venting

- Water heaters looked like they were trying to be used for hydronics heating

- In structure below outside deck there is a barrel style wood stove sitting on the floor with clearance issues and most likely not UL listed. Single wall flue pipe running outside has clearances issues from stove to termination point and needs supported in approved manner. Flue pipe also has hydronics style piping wraped around it.

- Gas fired dryer below deck has a flue not connected and lint blown everywhere

- Branch line off of main gas line has a shut off valve and a flex not connected to anything that needs capped off

- Gas lines are missing sediment traps at all appliances

- Gas line seems like it might be under sized. Long lengths and several appliances hooked up through out house
