The Fire Sprinkler Scope of work consists of (3) levels of fire protection. The lowest level (basement) is divided into two sections, one existing and one new. The new 6”x140’ C-900 underground enters the lowest level (new basement) on the east side. A 4” bulk main goes west approximately half way across the building to supply the main header. The main riser with 4” RPZ backflow preventer supplies control valves for each level. There is a remote FDC located east of the building. The lowest level (basement) and middle level (main) are gridded; the top level (attic) utilizes attic sprinklers. The middle level (main) also has sprinklers on an intermediate level to protect above catwalks.

Building Department Scope:

(LDS TEMPLE REMODEL AND ADDITION) (9-16-11 PLAN MODIFICATION TO RELOCATED THE FIRE DEPARTMENT CONNECTION AND THE POST INDICATOR VALVE AND TO REPLACE MUCH OF THE HANGING CATWALK WITH NON-HANGING CATWALK) (8-24-11 PLAN MODIFICATION SUBMITTED ON AUGUST 15, 2011 FOR EAST MOMENT FRAME AT GRID 23 WAS APPROVED.) The fire sprinkler system is used for building area increase and for fire area. A 2,000 square foot maintenance shop and storage basement located on the South side of the main Temple Building was demolished under permit BLD11-01606. Interior nonstructural demolition within the main Temple Building was also covered under that permit. The pump house and dumpster enclosure was constructed under permit BLD11-01333. To construct a 5,050 square foot Grounds Shop, Engineering/Maintenance, Boiler Room, and Chiller Room basement addition in the place of the demolished maintenance shop and storage basement (i.e. on the South side of the main Temple Building). Work is to include concrete footings, 24” diameter concrete piers 10 feet long, concrete foundations, masonry walls, concrete stairways, interior frame walls, interior wall furring, steel columns, steel beams, steel roof deck, steel grate floor and stairs, roof insulation installed on top of the roof deck, single ply roof membrane, roof drains and secondary roof drains, roll-up over head door, exterior and interior doors, an exterior window, and a restroom/shower room accessible to the disabled. The Temple grounds will also be altered. Work is to include new concrete sidewalks, new concrete stairways, new concrete retaining walls and planters, new landscaping, a new decorative water fountain, benches, stepping stones to define egress paths through plant areas, and drinking fountains. The perimeter fence will also be modified in some locations. Concrete piers, concrete foundations, and steel fence sections will be installed. To also remodel the interior of the main Temple Building and to construct a 400 square foot 1 story addition (Northwest corner). Work is to include suspended gypsum board ceilings, remodeled restrooms, and interior finishes. Structural work includes concrete footings, concrete foundations, a concrete slab on grade, columns, beams, roof joists, steel moment frames, shear walls, and a new concrete and steel main stairway. Much of the existing mechanical mezzanine located in the center of the building will be re-constructed. Work is to include new shear walls, new steel beams, new floor joists, and new floor sheathing. Mechanical access platforms, including some suspended catwalks, will also be constructed above hallways. This building will be fire sprinklered throughout in conjunction with this permit. The work is required to comply with the approved drawings, with the plan review report, and with all applicable codes and ordinances. The fire sprinkler system is required to comply with NFPA 13 as regulated by the Fire Department. The fire alarm system is required to comply with NFPA 72 as regulated by the Fire Department. **CJW**

Earthquaking in the basement has been correct and piping can now be covered. The rough-in for the piping in the Chiller is basically ok except a upright has been installed in a pendant position, one upright needs to be change and installed as a pendant to clear a beam and the hydraulic calculations need to be resubmitted for the chiller room since seven 1" elbows have been installed on one of the branchlines to the heads in the remote area.

Todays inspection was a rough to cover in basement and chiller. Earthquake bracing is missing on the 2 1/2" main in the basement. Tyler and I started inspection with the wrong set of plans. We decided to continue the inspection tomorrow with the correct set of plans and the earthquake bracing installed. Also it does not appear that the small orfice heads have been installed in the showers as required on 4/4/2012.

Lay-in tile can be installed. Overspaced heads will be verified later. Heads are overspaced in the Dressing Room. The 9' rule is being used off of two walls. Also the basement mechanical room needs to be resubmitted due to piping and head changes in the remote area.

Rough In inspection in the attic passed for the most part. It appears that some heads are overspaced from walls are too close together and possibly too far down from the deck. The data sheets for the "Attic" heads was not available on site. The fitter will get data sheet and double check noted items and I will verify at a follow up inspection. I also noted two areas, both at the very east end of the attic, where coverage is lacking.

Todays inspection was for Area E. See the approved plans for areas/rooms that are ok for cover. The entire area at remote area #3 needs to be resubmitted prior to approval for cover. Several of the 1" armovers have two to three times the fitting counts that are shown on the plans. The 1 1/4" branchline routing has changed with the installation of bull head tees to re-route the piping and the installation of 45 degree fittings to change elevations due to high ceilings. The wall layout has changed as well. I noted two areas that will be considered combustible concealed spaces that will need to be addressed.

Some piping can be covered. See the latest copy of the approved plans. But the plans do not reflect the actual piping/head arrangement. This is especially important in the hydraulic remote area #4. Additional elbows have been installed in the sprinkler drops that are not shown on the plans. Per plan review there is hardly any safety factor left over so additional fittings will adversely effect the operation of the sprinklers. Plans need to be resubmitted again showing the correct piping layout prior to a cover inspection being given. The remote area #4 is not the only area where piping does not match. One room has additional pendants and uprights where other rooms have pendants and uprights deleted.

See the on site plans for several additional areas where sprinkler piping can be covered. Plan modifications showing all changes and job site construction conditionas need to be submitted for review prior to any more cover inspections due to the amount of changes that have occured to the routing of the sprinkler piping. One area of concern is at Remote Area #4 where a branchline has been deleted, upright protection revises, extended coverage pendant added and additional fittings installed in the piping. Per Tim Frost all of the walls in this area, "D", where to be full height but I saw walls that aren't full height. Also several large rooms have swapped from the south side of the building to the north side of the building. I spoke to Scott, the on site fitter forman, about the issues.

A revised set of as-builts were issued today with the date of 1-10-1012. These are now the set of drawings that I'm inspecting to. Anyway area "B" is now approved for cover. I went over possible future issues with Scott about wall heights at the west end of the building and that if the walls are not full height as had been stated to Tim Frost that additional hydraulic calculation areas may be need due to open spaces above the ceilings.

I notified Scott Carter that I was not comfortable continuing with the inspection due to the issues encountered during yesterdays inspection. Again the remote area in question is down to a 5% cushion due to the pipe routing changes already encountered and now there have been additional fitting added that were not shown on the as-builts of the plan modifications. Plans need to be resubmitted that shown ALL pipe routing changes and additional fittings with the accompanying matching hydraulic calculations prior to any more inspections.

Area "B" was inspected today. The general installation is ok but the 4" main routing has been changed by the addition of four elbows. Plans need to be resubmitted with revised hydraulic calculations due to the remote area only having a 5% cushion. The earth quake bracing is not complete on the 4" main. No cover in area "B" until I can verify the E.Q. bracing.

Plan modifications are needed to show the actual pipe routings and pipe sizing used for the installation. I did approve cover on the east corridor that is against the outer walls as per Scott, the superintendant, and I's discussions. As agreed two areas need to be left uncovered to provide access to two additional upright heads that are needed. I also found overspaced heads in the mezzanine level on the south side as well as unbraced sprig ups that exceed 4'

I requested Tim Frost to accompany me to this project to verify possible issues with combustible concealed spaces that I had found on the previous days courtesy inspection. We found many areas which have not been provided upright sprinkler protection and when protection is provided will require many additional sprinkler heads. Per the city approved plans only pendant protection below the ceilings has been provided in these areas. I spoke to the sprinkler fitter and let him know that Plan Modifications will be required. I also spoke to Frank and Ricardo with Jacobsen Construction about a possible stop work order if any more piping is covered and the possibility of removing ceilings just to inspect what has already been installed and covered. No sprinkler rough-in inspections have been performed to this point. I notified Scott and Romeo of the situation.
