I was contacted a couple weeks ago by Intermountain gas. The homeowner James Hackett contacted Intermountain gas to get a new meter set and the gas turned back on to the house. They instructed him that he needed to get a permit from the City of Boise and have a pressure test completed first. James Hackett pulled a mechanical permit (MEC19-04910) on 10/30/2019 and scheduled a pressure test for this morning 10/31/2019. I informed our Building Official of the activity and we both agreed that we can not allow the gas to be turned back on to this house until the outstanding code compliance issues and building code issues have been resolved/addressed. I canceled the inspection and put a parcel hold not allowing any further inspection to be scheduled with notes on both stating” No inspections can be completed until code compliance issues have been resolved with Code Enforcement and Building code issues have been addressed/resolved with City of Boise Plan Review”. I called and left the home owner a message at the number provided ###-#### to call me to discuss. He returned my call just before lunch. To summarize the call, I instructed him of the notes that I had posted on the inspection and that he need to comply with them before I would perform a pressure test. He was agitated to hear that I was refusing to allow the gas to be turned back on. He stated that he looked online and all the permits other than the roof leak had been finaled. I explained to him that there is an active code case that will not show up online for the public to see and that the open roof leak permit (this MIS) had additional items that needed to be addressed/resolved. I also mentioned during the conversation that we had posted correction notices and an unsafe to occupy notice. Additionally, through this conversation it appears as though there may still be people residing within the home. He indicated he need to get the gas on because of a couple guys inside. I commented that there shouldn’t be anyone residing in the home because as I said before this house was posted as unsafe to occupy. The call ended with him saying he need to do some more research and that he would get back with me.
