Disconnect is needed outside under meter location for the panel inside. 230.70, also Boise City Ordinance 4-05-31(C) unfused conductors entering structure cannot be longer than 4'. Re-establish grounding at disconnect, and seperate grounds and neutrals in house panel along with pulling bond screw.
