Note: significant amount of sediment runoff from the undeveloped lots across street from home on Castello unrelated to correction. Will lookinto having a wattle or silt fence installed by developer/lot owner to contain sediment.

ESC15-014532 Site Preparation Inspection Report
Note: Inspection conducted Wednesday November 25th @10:15 AM
Attendees: Brent Lotridge (CPC), Kelly Burrows (Boise Parks), Jay Biggs (HDR/ITD), Andy Long (ESC Inspector)
Project is to build new section of Greenbelt path from the west end of Ann Morrison Park to the Garden City Greenbelt at Main Street on the south side of the Boise River. Path is approximately 0.6 miles in length and passes under new tunnels being built under Main, Fairview Streets as well as path sections under the Connector, Trestle Bridge and Americana. New storm water infrastructure for ACHD is also occurring at the Fairview Bridge. A pre-fabricated pedestrian bridge is being installed over the Settler’s Canal Diversion channel within the Park. Please see the “permit description” on PDS Online for additional information.
Staging areas are located at Fairview & Main Street bridges, Americana Terrace and some equipment at the canal diversion area. No fuel storage to occur in the staging areas, equipment is fueled by mobile trucks based offsite. Trucks have spill kits and drivers have spill response training.
BMPs inspected and approved:
- Straw wattles properly installed in between pathway construction and river bank in addition to varying widths of undisturbed vegetative buffer areas that are less than 50 feet. ITD Buffer calculation is provided in SWPPP
- Future staging area with stabilized construction entrance located off Americana Terrace with angular rock and geotextile base.
- Existing MS4 storm drains that receive storm water from work areas have been fitted with sediment filter bags.
- Coffer dam structure installed at Diversion Canal work area, no flowing water in area of work and no discharges observed.
- Storm water settling and retention ponds to treat pumped storm water that may collect in tunnel work areas. The system at has 3 chambers with baffle system and settling time and lined conveyance into the Boise River. System operates intermittently as needed. No discharges at time of inspection, turbidity sampling results are being logged in the SWPPP and no measurements exceeding limits have been recorded per site storm water team.
No violations observed at time of inspection. No significant track out, runoff from Main Street Bridge tunnel work area did have some sediment in it but was draining to inlet with a sediment bag. Bag should be check in dry conditions for maintenance
Corrections requested:
- Install additional DI bag on Garden Street in between the entrance to the Crabshack and the Riverside Inn.
- Install sand bag tube check dam(s) in gutter in between Fairview Bridge work area and storm drain with inlet bag to increase sediment control.
- Post yellow permit signs at both ends of project with contact information and Stormwater Hotline #
- Have crews or volunteers should pick up trash in former transient camps in future pathway areas along the Boise River (requested to Boise Parks project manager), especially under the Trestle Bridge.
