The Building Division has the authority to enforce the terms of building permits - including requiring that all work under the scope of the permit be completed, including driveway paving.
Generally, Code Enforcement doesn't pursue non-life/safety violations unless a complaint is received.
However, because this is a fairly egregious violation, and because the 2010 aerial photo seems to show dirt and rock being tracked onto the street from this unpaved driveway, I will initiate a case with Code Enforcement.

Pam, please set up a case regarding failure to pave a driveway at 166 Willoway.

It's really up to Scott as to whether or not we can pursue things from a code enforcement perspective. I've copied him on my response so he can make that decision. I'm not sure how we close the permit if the driveway has not been paid.
