Issued Stop Work, which only allows erosion and sediment compliance work until I get called for a re-inspection. Performed re-inspection with EPA and DEQ this afternoon, observed sediment laden water at lower quantities running from the outfall pipe off site. Pipe running from lower sediment basin. Meet with C. Paving owners and rp and discussed their responsibilities which include stopping the discharge from the site. They had plugged the lower outfall and they will implement additional measures to address problems with the site. 12/9/2004 4:48:55 PM

No signage, lumber & truss packages were delivered off of hard surface without any type of construction entrances, mud observed on hard surfaces.
