250.148 Continuity and Attachment of Equipment Grounding Conductors to Boxes.
Where circuit conductors are spliced within a box, or terminated on equipment within or supported by a box, any separate equipment grounding conductors associated with those circuit conductors shall be spliced or joined within the box.

210.52 Dwelling Unit Receptacle Outlets.
(A) General Provisions. In every kitchen, family room, dining room, living room, parlor, library, den, sunroom, bedroom, recreation room, or similar room or area of dwelling units, receptacle outlets shall be installed in accordance with the general provisions specified in 210.52(A)(1) through (A)(3).
You appear to be missing several receptacles including one for the A/C unit and the rear outside outlet, but I don’t have an approved plan so I am not certain how many in total.
314.16 Number of Conductors in Outlet, Device, and Junction Boxes, and Conduit Bodies.
Boxes and conduit bodies shall be of sufficient size to provide free space for all enclosed conductors.

110.3 Examination, Identification, Installation, and Use of Equipment.
(B) Installation and Use. Listed or labeled equipment shall be installed and used in accordance with any instructions included in the listing or labeling. The grey boxes are not listed for ceiling use, and you cannot remove the wire holding clamps from multi-ganged boxes.
314.17 Conductors Entering Boxes, Conduit Bodies, or Fittings.
Conductors entering boxes, conduit bodies, or fittings shall be protected from abrasion and shall comply with 314.17(A) through (D).
(C) Nonmetallic Boxes and Conduit Bodies. Where nonmetallic-sheathed cable or multiconductor Type UF cable is used, the sheath shall extend not less than 6 mm (1/4 in.) inside the box and beyond any cable clamp. In all instances, all permitted wiring methods shall be secured to the boxes.
300.15 Boxes, Conduit Bodies, or Fittings - Where Required.
Where the wiring method is conduit, tubing, Type AC cable, Type MC cable, Type MI cable, nonmetallic-sheathed cable, or other cables, a box or conduit body complying with Article 314 shall be installed at each conductor splice point, outlet point, switch point, junction point, termination point, or pull point, unless otherwise permitted in 300.15(A) through (M). Boise City does not permit the use of cut-in boxes on new work.
250.28 Main Bonding Jumper.
For a grounded system, an unspliced main bonding jumper shall be used to connect the equipment grounding conductor(s) and the service-disconnect enclosure to the grounded conductor of the system within the enclosure for each service disconnect.

This is out of the 2003 IBC Administrative for structural. According to Electrical Ordinance 4-05-14 we can enforce it, about APPROVED plans being on job site.

106.3.1 Approval of construction documents. When the building official issues a permit, the construction documents shall be approved, in writing or by stamp, as "Reviewed for Code Compliance." One set of construction documents so reviewed shall be retained by the building official. The other set shall be returned to the applicant, shall be kept at the site of work and shall be open to inspection by the building official or a duly authorized representative.
