210.52 Dwelling Unit Receptacle Outlets.
(A) General Provisions. In every kitchen, family room, dining room, living room, parlor, library, den, sunroom, bedroom, recreation room, or similar room or area of dwelling units, receptacle outlets shall be installed in accordance with the general provisions specified in 210.52(A)(1) through (A)(3).
300.14 Length of Free Conductors at Outlets, Junctions, and Switch Points.
210.70 Lighting Outlets Required.
Lighting outlets shall be installed where specified in 210.70(A), (B), and (C).
(A) Dwelling Units. In dwelling units, lighting outlets shall be installed in accordance with 210.70(A)(1), (2), and (3).
110.14 Electrical Connections.
Because of different characteristics of dissimilar metals, devices such as pressure terminal or pressure splicing connectors and soldering lugs shall be identified for the material of the conductor and shall be properly installed and use.

210.52 Dwelling Unit Receptacle Outlets.
(B) Small Appliances.
(1) Receptacle Outlets Served. In the kitchen, pantry, breakfast room, dining room, or similar area of a dwelling unit, the two or more 20-ampere small-appliance branch circuits required by 210.11(C)(1) shall serve all receptacle outlets covered by 210.52(A) and (C) and receptacle outlets for refrigeration equipment.
110.12 Mechanical Execution of Work.
Electrical equipment shall be installed in a neat and workmanlike manner.
(A) Unused Openings. Unused cable or raceway openings in boxes, raceways, auxiliary gutters, cabinets, cutout boxes, meter socket enclosures, equipment cases, or housings shall be effectively closed
This is out of the 2003 IBC Administrative for structural. According to Electrical Ordinance 4-05-14 we can enforce it, about APPROVED plans being on job site.

106.3.1 Approval of construction documents. When the building official issues a permit, the construction documents shall be approved, in writing or by stamp, as "Reviewed for Code Compliance." One set of construction documents so reviewed shall be retained by the building official. The other set shall be returned to the applicant, shall be kept at the site of work and shall be open to inspection by the building official or a duly authorized representative.

(C) Dwelling Units.
(2) Laundry Branch Circuits. In addition to the number of branch circuits required by other parts of this section, at least one additional 20-ampere branch circuit shall be provided to supply the laundry receptacle outlet(s) required by 210.52(F). This circuit shall have no other outlets.
