210.52 Dwelling Unit Receptacle Outlets.
(A) General Provisions. In every kitchen, family room, dining room, living room, parlor, library, den, sunroom, bedroom, recreation room, or similar room or area of dwelling units, receptacle outlets shall be installed in accordance with the general provisions specified in 210.52(A)(1) through (A)(3).
(D) Bathrooms. In dwelling units, at least one wall receptacle outlet shall be installed in bathrooms within 900 mm (3 ft) of the outside edge of each basin.
This is the upstairs bathroom.

314.25 Covers and Canopies.
In completed installations, each box shall have a cover, faceplate, lampholder, or luminaire (fixture) canopy, except where the installation complies with 410.14(B). Can light in kitchen has no cover plate.

110.12 Mechanical Execution of Work.
(C) Integrity of Electrical Equipment and Connections. Internal parts of electrical equipment, including busbars, wiring terminals, insulators, and other surfaces, shall not be damaged or contaminated. 110.2 Approval.
The conductors and equipment required or permitted by this Code shall be acceptable only if approved,
and such approvals are based on tests and listings of testing laboratories.
Can lights in kitchen have listing instructions obliterated by texture spray.

314.17 Conductors Entering Boxes, Conduit Bodies, or Fittings.
Conductors entering boxes, conduit bodies, or fittings shall be protected from abrasion and shall comply with 314.17(A) through (D).
(C) Nonmetallic Boxes and Conduit Bodies. Nonmetallic boxes and conduit bodies shall be suitable for the lowest temperature-rated conductor entering the box. Where nonmetallic boxes and conduit bodies are used with open wiring or concealed knob-and-tube wiring, the conductors shall enter the box through individual holes. Where flexible tubing is used to enclose the conductors, the tubing shall extend from the last insulating support to not less than 6 mm (1/4 in.) inside the box and beyond any cable clamp. Where nonmetallic-sheathed cable or multiconductor Type UF cable is used, the sheath shall extend not less than 6 mm (1/4 in.) inside the box and beyond any cable clamp. In all instances, all permitted wiring methods shall be secured to the boxes. This is on the first floor by garage.
