Per Hillside Requirements and The City's 8-17 Ordinance, 80% of native background vegetation needs to be established prior to this permit through the city to be closed.
The 2012 Construction General Permit allows a contractor/developer 3 yrs to achieve 70% re-establishment. I do not see an issue with the Developer to File their "Notice of Termination" with the EPA, but the City's Permit will remain open until 80% vegetation re-establishment is acheived throughout the entire site. It is very close to achieving this requirement.
No ESC Issues observed during inspection. Vegetation is growing well. Some areas are still baren. Could use another Hydroseeding application

Some minimal trackout. Talked with Contractor, he stated he has been sweeping about every two days. I told him he should sweep after each day to reduce dust. He stated he will, and that they are prepping to pave next week.
