Applicant called 5/24/13 to discuss SWPPP modification. Site began work without calling in site prep inspection (required as a permit condition and redlined on ESC plan). Project not following proscribed phasing BMP and no resubmittal was received for this change. The only BMP in place between impaired water and construction site is silt fence; buffer not adequate.

LM for RP: Stormdrain manhole at northeast corner of property (by trail steps) needs uncovered and permanent landcaping around it must be landscaped around it so it kept uncovered. Clean storm drain BMPs, may remove the one on west side of Villa Ridge since landscaping in front is complete. Portapot and construction signage on south side of house on sidewalk

Could not visually verify stabilization on disturbed dirt. Sent email request to the RP for the following info. 1. Method of stabilization, locations, and application rates. 2. Confirmation from Harris Ranch which stockpiles they are assuming control over. 3. Was pile of concrete debris existing and what will be done with it? RP responded with the following answers: 1. Stabilization consisted of 15 lb annual rye grass, 400 lb mulch, and 1 lb tackifier per acre. 2. RP responded that all remaining stockpiles are located in their previous location prior to the start of the project and he has contacted the Harris Ranch Representative to draft a letter stating this is acceptable and they are assuming ownership. 3. Pile of concrete debri was existing and will be left as is. See email correspondance 5/28-5/29
