Spoke with RP and explained that the permit cannot be finaled until the time that all disturbed soil is stabilized or the responsibility of stabilization has been ttransfered in writing to city explaining who is going to be responsible for stsbilizing. Until that time, he is required to provide sediment barriers to keep all sediment from being transported off his site onto the ajacent properties. Will re-inspect on 5/092011AM for a site final.
