Responded to citizen complaint regarding concrete washout in irrigation ditch. Concrete is blocking the ditch and water will not flow as needed. Issued c/n to RP and requested that concrete be removed from ditch immediately or a stop work will be issued. I will re-inspect tomorrow. Notified complaintant about action taken.
