Received a call from C. Smith the evening of 8/8/09. John Porter (South Boise Water Company) had received a complaint regarding dewatering in Logger Creek at 200 East Mallard. Discussed with him and then call owner Rep-Jeff Scafner (sp) ###-####. Work was being performed to upgrade the elevator inside the building. Due to high ground water dewatering was necessary so upgrades could proceed. Rain-for-Rent tank was on site. It was discovered that this work had been occurring at least 1 week or more. There was a rust like color to the water being discharged. Water out of the tank had appr. 15 feet of vegetation prior to entering the creek. As well, Mr Porter had (on Saturday 8/8/09 suggested additiona measures to reduce TSS at which time the contractor placed a straw wattle barrier to caught TSS. SGW reviewed the site on Sunday 8/9/09 and took photographs. No plumes were observed either Saturday or Sunday. Monday morning SGW notified Boise City Public Works (Terry Alber and Boise City Building Department (Bob Archibald). Appeared that this work would not required a BLD permit (work was not penetrating the rated shaft) nor a ESC permit but exhorted contractor and building rep to notify Boise City in the future should de-watering have to occur. Mr. Porter had notified Idaho Fish & Game.
