Observed stock pile transfer occuring with inadequate dust suppression.
Water truck was on site, but had not been applied to stockpile to stop dust and wind blowing lots of dust on homes along HV Road.
Excavator stopped work and water truck came to spray stockpile and loading area. Dust control worked, excavator said they will keep it wet.
Initial violation corrected. Work may continue.
