Painting, carpeting, counter tops, shelves, and similar finish work are not required to have a building permit. Compliance is required with the items listed in the plan review report under Referenced Code Sections because noncompliance with these items is believed to constitute a distinct hazard to life and safety or to discriminate against the disabled.
