Posted notice on front window, final inspection needed to complete permit

Joshua ###-#### Inspection turned into a conference. Home owners were led to believe Fred Molina was a licensed contractor, had pulled permit to do service change, purchased materials, and accepted money then did not show up to do job. Told home owner to call Idaho Power and have power disconnected and start to remove old service and he would finish service for reconnect. Owner removed service and made calls to contact Fred Molina about when he would arrive. Multiple calls were not returned so owner called State to check license and file compaint and found out Mr. Molina is not a licensed contractor or journeyman. Owner went to City Hall and pulled home owners permit to finsh service change. Discussed items noticed to finish job, 2" IMC for support of service riser, Insulated neutral service entrance conductor, grounding of new service with outdoor disconnect, replace 3 wire feeders to sub panel to 4 wire, seperating grounded and equiptment grounds in sub panel, and checking range and dryer circuits for 4 wire circuits.
