Follow up: Lifted stop work: Contractor was informed that additional bmp's needed on a couple of areas of bare slopes and to continue to implement provisions which would prevent erosion/sedimentation from occurring. Also, to observe project area and if additional trouble areas are noticed to take action. The lower basin next to Warm Springs is now being used as a construction sediment basin. This should continue until all construction is completed during the sub-division stage and structure building stage. No discharge is allowed until final provisions are in place, (slopes in basin and on all bare areas) and construction is completed and only then upon meeting water quality standards. Issued Stop Work, which only allows erosion and sediment compliance work until I get called for a re-inspection. Performed re-inspection with EPA and DEQ this afternoon, observed sediment laden water at lower quantities running from the outfall pipe off site. Pipe running from lower sediment basin. Meet with C. Paving owners and rp and discussed their responsibilities which include stopping the discharge from the site. Complaint from water treatment plant (located on the river west of Warm Springs Golf course) personnel regarding elevated levels of sediment. They contacted EPA, epa noticed sediment laden water exiting construction site upriver from Boulder Heights Subdivision. Carla Fromm (EPA) telephoned S.Webb (Boise City) at 3:45 pm. Ms Fromm requested I meet with her and a DEQ (Hawk Stone) rep at site. Meet on site, I contacted RP from contractor (Central Paving) Dan Feldman. We all meet at job site, reviewed job site. Appears sediment laden water exiting site from unprotected retention basin (located directly north of Warms Springs Ave).
