Went over site coditions with Dave Powell (Harris Ranch Rep.). Told him that the city expects all areas that are not activily being worked must be temporarly stabilized with a tachifier and or perminately stabilized with some type of seed, mulchand tachifier application. Will followup with enforcement on 12/8/09am to see that it has been achieved on all areas of the project that are disturbed and are inactive and have been inactive with the 14 day or more period.

Discussed final and temporary stabilization methods with Randy of Knife River. Informed Randy that to file the NOT with EPA that final stabilization must be achieved and for temporary stabilization area will need to continue with inspections until final by EPA definitions (CGP) has been completed, e.x. 70% top growth, wash rock, etc. Also outlined the correct methods for stablizing swales and RECP, e.x. soil amendments, seed, blanket then moisture to ensure growth. Will follow up.

Received telephone call from Phil Jones on behalf of Knife River. De-watering is again occurring off site because the west basin is to capacity. The contractor will be adding additional controls which will hold larger volumn of water prior to discharge. By holding the water longer should decrease turbid discharge into Welling Creek. It was stated to Mr. Jones that it is their responsibility to comply with discharge turbid levels for compliance to the State of Idaho Surface Water Quality Standards.

Discharging out into the Walls Creek is not ashowing any turbidity. Made a recommendation that during pumping, that they need to monitor there discharge point for turbid water being discharged. If there is turbid water is seen that they need to sample it to get a reading to see where there NTU's are aat if they have exceeded there allowable limit.

Found a high level of turbid water collecting within the Walls Creek. Required that the contractor to take sample of the there discharge. There back ground is 13.1 NTU's. So they are allowed to reach 63.1 NTU's. Will discuss with them on 7/6/09 for there readings. If the the Turbidity is over 63.1 NTU's further enforcement will occur. Will re-inspect on 7/6/09 AM.

Knife River provided to ESC a revised dewater plan. Inspectors 420 and 460 walked site. Water is being transferred under Warm Springs Road to the south side, (same owner). Area is highly vegetated. Wallings Ditch flow is un-noticeable & clarity appears to be unclear. Dewatering has not reached Walling at the time of our inspection. Recommended to Knife River to collect turbidity samples from Wallings to determine NTU numbers. Ok to have discharge into Wallings if turbidy is in compliance with State Of Idaho Water Quality Standards. Also informed Knife R. to continue to monitor dewatering over the weekend and if discharge into Wallings occur and exceeds standards to discontinue discharging. Boise City will follow up next week.

Conference call with Knife River (Jeff),Dave Powell, Clint Smith and Steve Webb. Discussed dewatering issues on site. It was agreed to allow an additional basin to be dug to expand storage capacity. A request was made to allow water to be released into the wetlands after sediment was allowed to settle in the basin (with baffles) and then have the water be released from the basin through a series of bmp's to trap additional sediment prior to entering the wetlands. D. Powell had been in tough with G. Howard (Wetlands Group) regarding using the wetlands as a final avenue to reduce turbidity. S. Webb request written approval from U. S. Army Corp of Engineers (USCOE) prior to using the wetlands for treatment of sediment prior to water being released of site. Overall conclusion was made that acceptable water quality according to the State of Idaho standards should be achieved. It was recommended to monitor turbidity with a turbidity meter throughout the project after determining background. Stop work is lifted to allow extra controls and bmps to be implemented, overall concern it that release of water leaving the site is meeting water quality standards.

Site had been discharging turbid water from construction project. Discussed options with engineer, (Dave Powell). Stop work was placed on dewatering activities until additional options can be implemented. Summary of options suggested by engineer are: 1) install silt fence (northeast) to direct water to west part of project away from off site animal pens, 2) re-work west basin to receive re-directed water, 3) water will then get pumped into west basin from east basin, 4) water will then be pumped into vegetation to endeavor to remove the majority of sediment. I suggested that multiple points of discharge be used into vegetative area instead of one main area of discharge. This is the second time that this mulitiple points of discharge has been recommended. Also, informed engineer and contractor that it is their responsibility to comply with NPDES/ESC requirements of only discharging non-turbid water from the site. This moring turbid discharges were observed and documented leaving the site into Penn canel and into established wetlands. Once additional bmp's are in place the directives were to contact Steve W. at which time re-commencing of dewatering may start and the stop work will be lifted. Also, if this option does not work to reduce turbidity then the contract will need to stop and re-think the scope of work and re-submit additional plan to Boise City ESC division.

1. Ilicit discharge of turbid water in multiple points throughout the project:
~ discharge offsite the project area into the protected wetland area due to dewatering into the grassy area to the east side of the most south basin.
~~ discharge of water that has channeled off site into a pasture that is full of aminal feces into the Penn Canal. Water is turbid and polluted with feces into the Penn Canal. Please refer to the STOP WORK ORDER HOLD for further stipulations regarding the stop work order hold. Will re-inspect once stipulations are met by the contractor.

No activiities observed. Sign posted, water from offsite into Penn Canal is discharging large volume which appears to be faily turbid free. Contractor was informed that filter capacity of dewatering from basin are limited due to saturation of ground due to above average rainfall. Continue to monitor water and if turbidiy is observed then other options or ceasing work until water can infiltrate and top growth can dry is recommended. Discharge of turbid water from the site is not acceptable or allowed.

Found that n the west end of project that the out fall from the runoff from the foothill subdivision was discharging turbid run off into the penn canal. Nothing was generated from any construction activies. Also the consultant and i observed a storm drain inlet on Barber rd needed to be protected. No major issues with any of the construction activies.
