Confirmed with Brighton Corp that no further work will be performed within the initial permitted boundaries of this permit Marriane Williams Park. Any new work will be on seperate parcels with new plans submitted and permits. City of Boise ESC permit conditions satisfied. As mentioned in activity the Walling Creek Corridor wetland project CGP is still active.

No changes to site. No violations. Brighton's CGP #IDR12BJ34 is still open. City of Boise CGP has been terminated. Will continue to monitor. It is noted that any new development west of the park along Barber Station will need new permits.

Con call with Brighton Corp. resulted in them agreeing to sweep today and after loading is complete tomorrow. Will continue to monitor situation.

Walked the project and went over the issues of concerns from the EPA compliance inspection of the Wallings corridor and the commercial pads.

Re-install the rock check dam within the Wallings Corridor on the 5 acre parcel. There has been evidence of a dischage into the BOise River due to the sand sediment build up at the point of discharge from the storm event of 1.6inches with a 36 hour period. This event exceeded the 100 year storm event. WIll follow up on 1/23/2012

The walling corridor along the North West end of project is active with construction along the banks. They have installed and kept multiple bmp's maintained.

Will be conducting a meeting with the Wetlands Group to go over the re alignment of the Wallings coridor on Monday 10th of Oct. 2011 at 10:30am.

Areas not being worked that needs stabilization. All wood debris has been chipped and removed from site. Green up inside the park area continues.

9:00 a.m. Work on Wellings and the area between the Penn and Welling below the lower Ped. Bridge will not take place until water levels have stabilized with normal flows and ground water is not an issue which will reduce turbid discharges.

River levels that begun to lower. The water level within Wallings corridor have equaled oyut to the river level. Visual clarity of the water behind the rock check dam seem to be cloudy. The overcast weather conditions make it hard to justify the clarity by sight though. Will follow up if the river level drops below 4900 CFS per the USGS web site at the Glenwood monitoring station.

Water in still coming into project due to high levels of the Boise River. Walling corridor is not flowing into the Boise River. Water levels within Wallings are stil lower than the water levels of the River.

Controls in place, vegetative cells along the river are working fine, water slowing down by berms at cell perameters. No major problems observed.

Water at Glenwood during inspection appr. 6,800 CFS according to the USGS website. Water have entered cell, green zone next to the river. Backflows have occurred at lower end of Welling at the discharge point. Turbid water is standing in Welling, informed Brent with Wetlands that a recommendation would be to widen the turbidity curtain at the lower end to extend the entire width of Wellings so when river flows decrease that the turbidity inside Welling will be reduced. As well, maybe consider berming this boulders, cobblers at this point. Whatever, the turbid water needs to have time to settle dirt particles prior to discharging into the Boise River.

PAM 12 RECOMMENDATION ON BARE GROUND: Unable to directly talk to G. Howard, RP but left him a voice message with recommendation that the area below the new green belt bridge which has bare ground and the new Wellings channel be treated with a PAM 12 or equal on the bare soils prior to any high flows which may result in hign CFS running through Wellings and the construction site. Treating the bare ground will result in reduction of soil particle detachment.

Need mainyenance on BMP's on lower end of Wellings Creek new section below the G.Belt Ped. Bridge. Wattle halt covered with water at discharge, (remove), silt curtain not anchored. Important to initiate stabilization on bare ground both sides of channel. Left message for Gary H. RP.

Met with operators, including WLG, Brighton and Boise City. Reviewed compliance issues, mainly that turbid discharges from the project into the Boise River is not allowed. Rolled Erosion Control Blanket along Welling Creek need additional staples and wattle moved and re-installed above the top of the blanket to hold back sediment prior to the blanket.

Met with Wetlands, (Gary H & Brent) & Brighton, (J. Walker) plus Boise City C. Smith. Reviewed project, summary: Welling to continue to be worked, re-graded and re-vegetated. Park area will continue to get green up completed, majority to have vegetation established this spring and summer. The majority of the area slated for vertical construction (east of Parkcenter) have been sprayed with tackifier. Other vertical construction area west of Parkcenter will be sprayed with binder relatively soon after final grading is completed. Welling is open all the way to the river, continue to have controls, including basins inserted into the drainage to allow for sediment to drop out prior to the discharge point, plus misc. sediment barriers until final completion of the Wellings work and then re-establishment of vegetation. The Penn canel will be piped soon which will totally seperated Wellings and Penn from merging. Penn will flow into the existing drainage and Wellings will flow from east to west through the park Green up along the entire area of Wellings is needed along with some additional hardsurface green belt. Reminded operators of the need to inspect and stablize as set forth in the Federal Construction General Permit.

Screening of topsoil and spreading continues as weather permits, new park/river greenbelt is nearing completion. No apparent problems observed.

No turbid discharge fron the north west end of project area.

Turbidimeter -- Water sampling: Site conditions, clear, sunny and 47 degrees, time 10:35 (start of sample). Water at Ped. Bridge, MW#1 4.12 NTU, at north berm, MW#3, 3.99 NTU, at river inside containment, MW#4 4.00 NTU and background of Boise River, appr. 25 feet upgrade of Wellings Discharge, 4.80 NTU. Verfied calibration and thriple Rinse of sampling jar with D. I. water between samples. Samples indicated within range for compliance through construction site.

Discussions took place with RP, (Gary H.) which included West side of ParkCenter appro. 4 acres and the importing of soils to bring the elevation up, (Appr. 2 feet). As well other misc issues, tack Barber Park Area, green up of the Park, Welling mitigation and re-vegetation, Pen Canel piping, protection of new water channel from turbidity. It was agreed that Gary H. will set up a meeting next week (week of Oct. 18th with Brighton, (Jay), Gary H., Kelly (Parks) and myself for further discussion relating to schedule and envionmental compliance. at the aark.

Many area are still disturbed with the project area. Have a good vegitative buffer surrounding the project area. Have applied hydro straw with a tachifier along Warm Springs Rd. and within the 5 arces to the south west of the lift station next to the Park Center bridge.

Overall inspection did not reveal any problems but stabilization activities were expected to be observed but no activity was occurring. Called contractor and left message to provide an update.

1. Install a Stabilized construction exit over into the north west area at the lift station per industry standards.
2. Contact the city with updated RP information of a valid certified RP who will have day to day control of erosion and sediment control operations.

Discussed with RP regarding park: To summarize, Wellings re-work to commence soon, DR4 has been approved and work is being perfomed to "green up" the park area of the project, including misc swells, final grade, spreading topsoil, pressize irragation. Notice river side "check berms" are greening up nicely and live cuttings continue to green up as well between the check berms. Informed RP that stockpile material by the lift station needed temporary stabilization. As well, who and when will the approachs from the new ped. bridge be done? Overall things are progressing.

Verbal to RP:
Maintain dust by using the given dust control measures illistrated with the approved ESC plan.

Dischage points appear clean.

Met with Kelly, (Parks), Wetlands LLC, C. Smith. Due to volume of water released from the water holdings up stream water has exceeded the 6500 cfs water mark. Water is running into the park and then discharging of water back into the river is occurring. Discharge of water duing the time of inspection has a high degree of clarity. Informed parties that daily monitioring of site is recommended and think through what types of controls could be implemented to decrease any turbid discharge if during the daily inspection turbid discharge is occurring.

Ped. bridge area: Verbal to RP, Sediment barriers needed in misc. locations both north and south of new bridge box culvert. Turbidity curtain remains downstream across Wellings Creek. Work to connect new spur of the Greeen Belt with the existing Green Belt is scheduled for the week of May 24th. Access road south of the Ped. Bridge is being constructed currently.

Discussed upcoming site stabilization with Brighton Corp. (Jay). Summary included different options to achieve compliance regarding site stabilization. As well, I recommened finalizing perferred option and setting up a conference call with EPA Region 10 compliance assistance (Julie C. in Seattle) prior to commencing site stabilization activities. This conference call will be to outline option and endeavoring to get buy off from EPA.

Ped. Bridge: Reviewed de-watering and discussion took place on further scope of work. Met with Wetlands Group and Brighton plus Inspector 460. Discharge of water is required to be within state water quality standards for turbidity. Upon completion site stabilzation will be expected.

Pedestrian Bridge:
Due to the concern that occured with the dewatering basin last night, the RP is responsible for altering there practices of dewatering to stay compliant. Told the RP that only non turbid water should be discharge into a well vegitative area and or back into Wallings Creek. Also capture all turbid water if it exceeds the DEQ allowable limits to allow sediment to drop within the provided dewatering basin. Once water is within the allowable limit of back ground, than a dischage would be accepted. Will re-inspect on 4/15/10 PM.

Pedestrian Bridge

Thay have bermed up the area where the activity is going to occur. Also turbid water has breeched the turbidity curtain. But the flow is so stagnent that it will no reach the recieving water body. Have set a marker point within that creek a the property line marker. If turbid water reaches that point after going past the curtain and also the beaver damn, then a different plan must be developed to miniumizes the turbidity within the creek. Will re-inspect in the PM today.

Met with RP, Gary Howard and Clint Smith. Discussions regarding upcoming pedestrian bridge across Walling's Creek. Recommended silt curtain downstream of project. Also, at NW side of project additional sediment barriers are needed since the elevation of site has been raised. Discussion regarding stabilization, Ok by us to have a green zone around the perimeter of the park and then a top layer of angular rock on top of the pit run as well as for the main park road until asphalt is layed.

Still excavatin out the muck at the old loggers ponds to the North west end of the project.

With Gary Howard & Brett Hart: Wetland Group LLC. Received addendum to plan for the water intake structure and associated activities. Reviewed processes on how to coordinate between M. William park work and Harris Ranch Phase #1. Do not want impacts to Wallings Creek which Wetlands are re-habing the creek. Harris Ranch Phase 1 can only discharge clean water at pre-development flows during their this phase 1.

11:00 a.m. Reviewed overall areas of the project. I informed the group of the importance of thinking about stabilizing the areas that are not being worked. It was stated that the entire area is being worked and then It was recommended to the contractor that the SWPPP inspection reports must be able to justify that the areas are still active. Also reviewed the intake area and it was stressed to all that turbid water and other pollutants cannot be discharged into the river and that stabilization must be completed upon completion of the project.

The North East area of concern next to the wetland at Wallings creek has been protect with a compost weighted filtrex sock.

Starting activities along the Walling creek area from the east to the west coming to thwe construction trailer. All activities covered under their 404 permit.

Went over the design and the schedule that will be implimented for the erection of the lntake station at the south east end of the porject area. Waiting on the submital of the amendment to the SWPPP(erosion control plan) prior to the start date of the station.

Discuss Boise River Bank Cut. P. Works. Group attendees included, Boise Parks, Boise Public Works, Wetlands Group, Brighton, Land Group, Boise PDS. It was determined to hold off on the river bank cut until the bare ground buffer area north of the river was re-stabilized including live cuttings, sod, re-vegetation and misc. structure controls including rock berms and misc soft armoring and coir blankets. Contractor will submit SWPPP modification to public works (Jim W.) and PDS (Steve W).

River cuts will start to become closer to theriver is certain areas where drainage cells will be installed. Explained to the developer and the contractor over stabilizing and protecting the areas where all cut will occur.

Explained to the contractor over certain requirements prior to the start of the work at the south east end of project. Must develope and submit to the city an ammendment to the erosion control plan and give a schedule of the scope of work that will be completed.

Majority of the project and activities are in compliance. City is still questioning the activity of dewatering within the 17 acre wetland area. Per the SWPPP's that was reviewed that the have been authorized by the Army Corps of Engineer to discharge turbid water into the wetland area.
No discharges of any water, turbid or clean within into any area of the Boise River any other bodies of water.

Still dewatering in the south west end of project area. Discharging into the Wetland area that will be re-imdigated further in the construction. Will be reading over the 404 permit conditions next week. Will re-inspect on 8/4/09 AM

In process on dewatering into the wetland area to the south of project area. Will be re-imidgating the wetland where discharging is occuring. Heve re-designed and implimented in a new dewatering plan and proceedure due to the water being very turbid at first going into the wetland area. Recommended to the RP to follow up with the Army Corp. to get a more decriptive document over the area of discharge due to dewatering. Was told that it was verbally given to the Corps. No document was generated with the limits or numeric limits also. No discharging is occuring into Wallings Creek and / or the Boise River. Will re-inspect on 7/29/09 AM.

Have ran into pocket of water where they have been excavating out unsuitibles soils. Will check with the GC and RP to see how the dewatering method will occur.

Site is in good condition. All area of ground disturbing activites are not close to the boise river at this time. Excavating out one of the ponds and have an into gound water. Will be pumping out of the pond and using the water for dust control. Will re-inspect on 7/20/09AM

Went over the scope of work. All issues have ben addressed and will be maintained in the process of work. Once a phase of work is complete it will be stabilized right at the finish of that particular phase.
