Met with Jay Walker and Wright Construction to discuss work to be performed under existing permit. I will check records to confirm that existing permit covers these limits/scope and will send confirmation email. Pointed out area of concern near bridge at the end of road on the northeast side of project where fill material has been pushed into the stream and evidence of a concrete wash is present. A wattle is currently around the fill parallel to flow but is half buried by material and a wattle is not an effective BMP in this circumstance. This area needs graded and stabilized with an appropriate BMP (note: tackifier will not be effective in this location). The BMP must be selected to handle standing/slow flow water.

Inquired about Wellings clarity, (Jay will have samples taken from west side holding area and compare with benchmark numbers). SGW asked for clarification regarding approval to dam up water in Wellings withing the floodway, Jay said that the 404 allowed this activity. Also provide a status report on the construction project (dewatering) north of the park, water will be diverted to the east of the park so very little if any construction related water should be released into Welling or other areas of the park. Exhorted parties to complete BMP (turbidity curtain) at southwest side of the new Wellings (prior to the discharge point) and that the new turbidity curtain will need to be in place prior to discharge of Wellings into the river.

Water at Glenwood during inspection appr. 6,800 CFS according to the USGS website. Water have entered cell, green zone next to the river. Backflows have occurred at lower end of Welling at the discharge point. Turbid water is standing in Welling, informed Brent with Wetlands that a recommendation would be to widen the turbidity curtain at the lower end to extend the entire width of Wellings so when river flows decrease that the turbidity inside Welling will be reduced. As well, maybe consider berming this boulders, cobblers at this point. Whatever, the turbid water needs to have time to settle dirt particles prior to discharging into the Boise River.

Met with Wetlands, (Gary H & Brent) & Brighton, (J. Walker) plus Boise City C. Smith. Reviewed project, summary: Welling to continue to be worked, re-graded and re-vegetated. Park area will continue to get green up completed, majority to have vegetation established this spring and summer. The majority of the area slated for vertical construction (east of Parkcenter) have been sprayed with tackifier. Other vertical construction area west of Parkcenter will be sprayed with binder relatively soon after final grading is completed. Welling is open all the way to the river, continue to have controls, including basins inserted into the drainage to allow for sediment to drop out prior to the discharge point, plus misc. sediment barriers until final completion of the Wellings work and then re-establishment of vegetation. The Penn canel will be piped soon which will totally seperated Wellings and Penn from merging. Penn will flow into the existing drainage and Wellings will flow from east to west through the park Green up along the entire area of Wellings is needed along with some additional hardsurface green belt. Reminded operators of the need to inspect and stablize as set forth in the Federal Construction General Permit.

Wetlands informed ESC workgroup that seeding and mulching (paper) was being applied to the area north of Wellings Creek and upon this area completion they will move to the area west of Parkcenter road, close to the bridge. Inquiry of excessive soil compaction which could reduce vegetation cover was discussed. Overall, to achieve stabilization via vegetation 70% or greater of uniform coverage is expected. Total area to be applied on this application between 20 - 25 acres. Site inspection verified that a small portion of the area north of Wellings had indeed been sprayed. Cells directly north of the Boise River is greening up with about 12 inch high growth. Willows continue to sprout up.

Martinez (COE) which provided better defined perimeters regarding the dewatering into the wetlands. Walked the site and the discharges into the wetlands appears to be within the 404 conditions. No waters have appeared to have been discharged off site during the dewatering for the excavatio of the large stormwater basin at the east side of the project. At 2:30 met with prime contractors and government agencies, discussions and briefings were provided. Reps included ACHD, Brighton, Wetlands LLC, Boise City PDS (T. Records, Clint Smith & S.
