Email from PW Mike Shepard alert ESC division that hydroseed was applied on margins of access road. Inspection observations found this to be true. There have been no dust or trackout issues have been observed in recent months. Stockpiles have naturally vegetated. The rest is pit run, river rock, and gravel. No further ESC inspections required.

Drove site with owners rep on 6/6 and evaluated seed and mulch specs that were applied to disturbed areas. Applied in May the following hydraulic mix: 15 lb of annual rye + 400 paper mulch + 1 lb tackifier per acre. Compared this rate to Idaho BMP Manual specs and sample manufacture specs. Application rates do not meet Idaho specifications. Manufacturer specs have not provided by contractor. No updates or change on 6/14

Could not visually verify stabilization on disturbed dirt. Sent email request to the RP for the following info. 1. Method of stabilization, locations, and application rates. 2. Confirmation from Harris Ranch which stockpiles they are assuming control over. 3. Was pile of concrete debris existing and what will be done with it? RP responded with the following answers: 1. Stabilization consisted of 15 lb annual rye grass, 400 lb mulch, and 1 lb tackifier per acre. 2. RP responded that all remaining stockpiles are located in their previous location prior to the start of the project and he has contacted the Harris Ranch Representative to draft a letter stating this is acceptable and they are assuming ownership. 3. Pile of concrete debri was existing and will be left as is. See email correspondance 5/28-5/29

Spoke with Ryan (RP) via telephone. Pond for contaminated water needs lined as per plan. As a result of the ACHD dewatering inspection, they have re-routed the ROW dewatering to the field on Harris Ranch property to the north where it is allowed to infiltrate. Obtained permission from Jim Conger. Told Ryan to update his SWPPP to reflect this change. Confirmed with PW superintendent.

Site looks good per the City requirements. Have installed the sediment barriers along the greenbelt, sign posted with the SWPPP/ESC plan in the mail box located at the access into project area.

Per the compliance assistance with the CGP, I found two deficiences.
1. Must post the NOI at the entrance of the project area. Also found that they began land disturbing activities one day before the 14 day waiting period. Notified City of Boise Public Works (Jim Pardy) and Schmmidt Construction(Dave Robinson) of the two items.
