Vegetation (grass) has established greater than 70% in disturbed area around stormwater infiltration swale that intercepts runoff from entering 10 mile creek wetland area. Contruction is also complete, but BLD permit is open due to provide firelane round entire building.

Deficiencies:
1.There are no permits posted
2. Track out on the street from West side of building due to lack of construction entrance.

Corrective actions:
1. Post permits with SWPPP information and ESC permit details/contacts.
2. Provide construction entrance/establish daily sweeping schedule if necessary.

Will reinspect next week.

Improvement has been made with blanket installation but there are areas where there is no overlap. All areas of blanket need more staples (at least every 18"). Swale was seeded with proscribed seed mix. Wattle needs trenched in. Concrete washout needs cleaned up and drivers trained on protocol. Sweep gutter.

Written Correction Notice Issued: 1. sweep sediment from gutter at entrance. 2. update ESC sign with RP name and phone number. 3. Repair SF in NE corner. 4. Phase I of the project was scheduled to be completed within a 7 day schedule with forecasted dry weather. Construction of phase I began ~6/10/13 and we have had two rain events. Phase II is currently in progress. Please provide project schedule for completion of phase II. Attempted to reach RP via telephone but office voicemail has not been set up so I could not leave a message.

Project owner/applicant and I met. RP cancelled. Told owner that we need to reschedule for a date and time when the RP and owner can both be present. Reviewed site plan and options for compliance with owner. Owner committed to following phasing plan to bring himself back into compliance. I conducted an early site prep inspection during the conference in anticipation of phase I work beginning. The silt fence needs properly trenched in and extended along entire northerrn perimeter and the DI inlet protection needs installed. I advised him of the need to file the NOI and the 14 day waiting period. Owner will work with engineer to see if he can qualify for a LEW by shortening his construction schedule. Prior to the SWO being lifted, the pre-construction meeting with both the RP and owner must occur and the site must pass the phase I site inspeciton.

Applicant called 5/24/13 to discuss SWPPP modification. Site began work without calling in site prep inspection (required as a permit condition and redlined on ESC plan). Project not following proscribed phasing BMP and no resubmittal was received for this change. The only BMP in place between impaired water and construction site is silt fence; buffer not adequate.
