The main access drive is now paved from Council Springs to Lysted. A temporary construction entrance was installed on Warm Springs for work on the north side of site. Landscaping is occuring in different phases.

Overall site is in good condition with no discharges, no fugitvie dust or other erosion issues, but some corrections are needed:

1. Improve construction entrance on Warm Springs with larger rock and longer distance as possible.

Returned by Terraces site to see if corrections and clean up were completed on Lysted, which was dirty due to trackout from east construction entrance.

At time of inspection, the sweeper unit had passed over the street and workers were push brooming and shoveling up the dirt that was left behind. Street looks much better and amound of sediment in gutter has been significantly reduced. Receiving inlet has DI filter bag with capacity.

Problems include trackout and offsite muddy runoff to surrounding gutters and storm drains.

Corrective actions are to check that DI bags are working and have capacity, add gutter bags in gutters at west entrances to stop sediment before it leaves site.

Cleaning up mud in gutters with shovels and street sweeping is also scheduled to occur, but the rain has been impeding progress.

I requested that corrective actions be documented in SWPPP file.

Follow up inspection to check on conditions at site and corrections from last week's meeting.

Corrections completed:
1. Damaged silt fence sections have been repaired and dirt in alley way from the breach swept up.

Meeting summary:

Correctiive actions already completed/in progress:
1. Sweeper with vacuum swept the perimeter roadways and removed loose sediment that had accumulated on Warm Springs.
2. Crew has started cleanup of dirt/mud in gutters.

Meeting summary & conclusions:
1. Material delivery will be restricted to mornings before 10 AM. The idea is that during winter, the morning may still have frozen ground. Also, after 10 AM the east construction access will be closed so that any clean up of trackout need can be completed only once that day without fear that more trackout will be caused by next delivery.
2. Designate a clean/mud free forklift or material hauler to ferry materials from laydown yard to main site. Muddy forklifts should not leave the main site.
3. Syman Company was at meeting and will be maintaining all drop inlet bags and the section(s) of damaged silt fence. Syman Co. is handling SWPPP inspections every 2 weeks and after rain events. There is a process in place for Petra to review and respond to inspection findings/deficiencies. Syman may consider switching to weekly inspections.
4. Employee parking is to be moved to the laydown yard where there is a good gravel & rock base. Until this time, the sweeper will be cleaning the parking lot exit.
5. Pit run access roads have been installed on site by Idaho Sand & Gravel. Worker training, signage, and installing fencing or caution tape to keep vehicles on these roads and out of the mud will cut down on dirt on hard surfaces.

Site conditions have improved since yesterday. All representative at meeting were in agreement on the plan for corrective actions.

Will continue to monitor and check progress.

Observations:
-Trackout from employee parking area to the west of site (across Council Springs). Mud on employee cars is contributing to the dirty streets.
- Construction entrace on Lysted has caked in with mud, resulting in trackout.
- Sections of perimeter silt fence and construction fencing are damaged and need repair.
- Sediment and mud in gutters is not being picked up by the sweeper unit that is on site. Council Springs in particular.

Note: due to the vertical construction and large scale of the project there is a lot of heavy machinery, supplies, loading/unloading trucks, and workers within the site. Space for designated parking and storage is very limited and the mud hasn't been able to dry, creating a tough situation to manage. Interior can be muddy, but need to make sure that offsite trackout is controlled and prevent discharges of muddy water.

Corrections:
1. Continue sweeping all surrounding streets and the paved access road within site.
2. Restore construction entrance (Lysted & parking area)
3. Clean gutters on Council Springs
4. Repair damaged sections of silt fence and sweep alley in areas where dirt has migrated.

Site supervisor JC with Petra stated that sweeping has been occuring daily, he is restricting access to the east construction entrance when muddy, and they have been scraping the central access road occassionally.

Need to continue these efforts and have a specific crew address some of the problem areas mentioned above.
He did mention that all employee parking will soon be moved to the laydown yard.

Verbal Warning issued to RP Preston Ellingford to increase water truck use or add an additional water truck to site. It may also be good to put a medium term dust suppresant or polymer on the main construction road. He stated the main issue is that the area between hospital facilities and the Greenbelt is being backfilled at the moment and the vehicle movement and dumping of dirt make dust control difficult.

Summary: Petra organized a meeting at 8:30 AM on 5/1 to allow the ESC division to discuss track out issues with subcontractors on site. After the meeting we discussed plans to control trackout going forward and the corrections already made/in-progress.



Corrections made:

1. Round-a-bout on Lysted and entrance area on Council Springs have been swept and are in good condition.

2. Accumulated sediment in gutters has been scooped and removed manually.

3. Construction entrances to main site have been restored and lengthened, the staging yard entrance will be improved once more rock arrives

4. Subcontractors were made aware of the issue of trackout and how they can help reduce trackout.



Plans going forward:

1. The west entrance is only to be used for entry only in effort to prevent trackout onto Council Springs. The roundabout will be the main exit with the more serious trackout controls in place.
2. Street sweeping to occur 2 x daily.

3. A crew has been specifically designated to sweep and shovel the gutters where sediment accumulates.

4. Syman Co. will continue to make SWPPP inspections and email the stormwater team the corrections necessary (JC, Preston, Brett, John)
5. Boise ESC will always be sure to email entire stormwater team in addition to phone calls or conversations so everyone is aware of Correction Notices issued so they may be properly responded to.

With the corrective actions listed above and conference organized, the Terraces of Boise site is now currently in compliance.

Going forward the two ESC permits for Terraces will be:

Significant trackout. No corrections visible after multiple notices given to Preston (ISG) and JC (Petra) during previous week.

Went into job trailer and spoke JC. He explained some of the issues the site has been having with trackout. The amount of rainfall last week was exceptional and the entrance were not able to be restored as requested, which is understandable.

Idaho Sand & Gravel is supposed to restore both entrances and sweeping is said to be done daily but hasn't been very effective. Perimeter BMPs are good, but trackout due to degraded entrances and weak sweeping is the main problem.

Entrances and sweeping are supposed to be done this afternoon. Will continue to monitor.

Follow up on the Terraces project. Roads are being swept 1-2 times per day according to foreman JC Murray. Trackout at roundabout is not bad, but need to sweep entrance at Council Springs today.

JC stated that today more pit run is being brought in to increase length of constructions entrances at both ends, if not through the entire site.

Need to continue sweeping. Will check silt fences next week.

Correction complete: Construction entrances were rebuilt and roads were swept and are in better condition than last Friday.

2. No wheel washing observed, unclear if wheel wash area situation was changed - were washing on top of construction entrance creating more mud.
