Grading and entire foundation pouring has already taken place prior to Approved Site Prep Inspection. Dave (RP) was well aware of this requirement during previous multiple ESC Issues and Violations. ACHD was present during all these issues and educational outreach discussions to verify this. I talked w/ Dave via Cell and disclosed this requirement again, and simply gave him a Vernal Warning. He stated he will For Sure call in a Site Prep Inspection prior to any Earth Work takes place on his next couple lots he will be building on soon. No more ESC warnings will occur if issues are observed. Automatic Stop Work Order Shall be placed.
