East Valley subdivision has individual SFHs in progress. First round on Sky Bar is near completion.

All stormdrains have inlet protection, fiber wattles are installed at areas where sheet flow caused sediment runoff to streets. Sediment trench and berm has also be excavated to trap and retain sheet flow onsite. Lined concrete washout is being used and trash is contained in bins.

Silt fence is incorrectly installed but is being used as a construction fence to prevent vehicle traffice across landscaped area.

No corrections at this time. But will need Ground FX / Conger remove the discarded wattles.

Compost wattles and trench with berms built in low discharge area have worked effectively. No blows out muddy running into the storm drain (which is also protected).

Tahoe Homes contractors doing well to stay off the open areas to prevent trackout.

Lined washout installed is near full and needs replacement.

Clean out inlet protection mat and dirt on gutter and street at the southwest corner where fiber wattles have been overwhelmed. Need to consider installing additional BMPs here,such as a silt fence.

Site observations:

No trackout to Warm Springs, All DI to seepage system have silt bag protection. Perimeter fiber compost/bark wattles line many areas.

Issues: landscapers have removed some wattles to park on dirt and our causing trackout within the subdivision. Wattles have also been driven over in some areas that could cause blowouts.

Recommended to RP Conger that they may want to install check dams and that he should monitor the weather and make corrections prior to next storm. 40 % chance of rain forecasted for Sunday 9/21....

Internal work SWO. Met Jim Conger onsite along with Ground FX to correct BMP Violations (No Perimeter Controls Installed, Large Amount of sediment left interior site, filled Drop Inlets,
Excessive Sediment Running over sidewalks and roads, along with flooding out a neighbor business with mud and water. Conger is bringing in extra crews and equipment to begin cleanup and repairs to adjacent business, to address violations imediately.

1. Road was swept last night and small sweeper unit is on site today. Driver is alternating use of the water truck and sweeper.

Site has one water truck that is still filling up at Dallas Harris #12 so there is some lapse time when truck is at site. Haul road and area where dirt is being loaded has be wettened, but need to increase spray on Warm Springs east of entrance. Talked to water truck driver Ross who said he will extend his spray.

Corrections made:
1. Magnesium chloride dust suppressant has been applied on the entire loop of the haul road to and from Warm Springs to stockpile area.
2. Water trucks will be used 1 x per hour and will increase as necessary.
3. At time of inspection no dust created by truck traffic.
4. Mr. Conger stated Warm Springs will be swept at end of the day in front of East Valley and Harris Ranch.

Dust complaint. Off-hauling stockpile to fill new Harris Ranch, so causing lots of dust. Need to investigate further.

Inspection observations:
1. Off-hauling is the source of dust. Allegedly started over the weekend.
2. Most of the dust is coming from heavy truck traffic on the stockpile access road.
3. No water truck on site at time of inspection. Trying to split one water truck between the two sites.
4. Dust from the loading of trucks is not the main source - its truck traffic.
5. Truck operateor said they are not covering their loads but rather only filling them half full. Did see much dust coming from trailors traveling on Warm Springs to Harris Ranch..

Corrections issued:
1. RP Jim Conger is having American Dust Control apply magnesium chloride on road this evening.
2. Need a water truck onsite immediately.
3. Drivers need to slow down.

Discussed East Valley sub development with RP Jim Conger after he returned my call from earlier.

Water trucks were on site, but not in use at time of inspection. Some dust, but not visibly crossing project area. Told Brown Construction employee to slow down while driving big tractor, to which he agreed. Discussed dust control practices that will be implemented during more activity

Large stockpile at north end of site is currently in use for active utility work and grading. Some portions have naturally vegetated. The dirt is potentially going to be used at new Harris Ranch phase currently under review. If stockpile is inactive for more than 2 weeks at a time, tacifier/mulch will be used to stabilize. The pile was tacified once earlier in the year according to Mr. Conger.

Offsite utility project (ESC14 -00238)is currently on hold but should resume next week in coordination with new Brighton Homes project.

No recent citizen complaints brought to my attention.

Corrections:

1. Install main construction entrance per SWPPP and restrict access in other areas that have been used by different contractors.

2. Ensure dust controls are in place in future phases.

Will need to watch dust once the vegetation is disturbed. When stockpile hauling begins, a heavy duty construction entrance will be necessary.
