Landscaping and hydroseeding is complete. Grass has started to grow well on the east and south of site. Area around Anniversary Inn culvert and DD3 outlet is completey stabile.

Request to McAlvain to remove DI bag on Lusk Street. RP-GC stated he will remove today. RP also stated that he will inform manager to warn students about litter. Lots of non-construction litter on Lusk street observed.

Paint can accidentally spilled from above onto parking lot under building at Lusk Place. Workers rinsed a broomed paint spill into onsite stormdrain. Drain is connected to interceptor and then discharges to DD3 creek that flows into Ann Morrison. White discharge visible at outlet into creek west of Anniversary Inn.

Actions taken:
1. Turned off hose being used for rinsing.
2. Alerted site supervisor
3. Pump truck is to come suck up the interceptor
4. Flow has been stopped east of Anniversary with fabrics.

Special investigation fee charged. Multiple discharges have occurred throug span of project with complaints called in.

PW illicit discharge investigator and ESC coordinator also inspecting site for clean up operations.

Plume is not yet visible downstream in park.

The newly installed culvert drain area has been sodded over. Hillside banks were hydroseeded/tacified. No sediment runoff from area in Anniversary Inn parking lot.

Work on culvert for DD3 behind Anniversary Inn is complete and dewatering is shut down to just one pump. End of pipe discharge is very clear as well as downstream from the outlet. Parking lot edges that are muddy not yet curbed have wattle sediment containment installed. DI bags on Lusk are installed at the MS4 inlets and have remaining capacity.

Lusk Street should be swept this weekend or next to remove some loose sediment/trackout when all the worker vehicles are gone. Street is not bad, just needs regular cleaning to keep up with the construction activity.

Approved, no corrections at this time. Will revisit sweeping request next week.

Complaint:
Turbid discharge flowing through DD3 in Ann Morrison Park reported by resident of Park View apartments...

Response:
Corrective actions had been taken at site prior to my arrival. I had called RP Jose to let him know a problem had been reported at 1:30 and arrived at site one hour later to inspect.

The hose carrying the pumped groundwater was unintentionally moved and was reportedly unnoticed by workers. The groundwater is very clear but the force of the discharge out of the pipe the hose flows was not being properly dissipated since the hose had moved and the creek bed was being churned up creating a turbid downstream flow.

RP Jose and foreman Nick temporarily diverted the discharge and configured an improved dissipation setup consisting of a blue pipe section filled with rip rap rocks set on top anchored had bays. Discharge water hit the rocks inside pipe (approx 1.5-2ft diameter) and swirls around loosing force and then trickles/flows through the hay bales and into creek. Creek flow looked visibly clear.

Requested that the outlet be checked frequently to make sure hose is discharging it the BMP setup.

Site is currently in process of installing underground culvert for the drainage behind the Anniversary Inn.

Dewatering is ongoing at Lusk Place. 2 pumps currently running, groundwater is looking clean and clear but one of the hose outlets was stirring up the creek bed. McAlvain crew shut off pump and changed discharge system to go through a pipe and dissipate on some rip rap. Discharge at other end of culvert under Ann. Inn parking lot looked clearer than initial observation.

Turbidity sample taken by McAlvain was at 27 NTU (50 is limit).

No trackout or discharges to MS4 system. Approved. Will begin putting in manholes next week for DD3 new culvert. Dirt to be offhauled. Will need to monitor trackout.

Discharge from end of pipe is very clear and is dissipated by straw bale chute thus prevent stirring up dirt. Downstream ditch water is clear as well.

No other violations observed, but will need to sweep Lusk once the street is patched over. Drop inlet has filter bag protection.

1 pump is running and discharging through a pipe to the firts culvert. Groundwater is very clear. Straw bale dissipation is still installed at the final outlet west of Anniversary Inn parking lot and is preventing sediment from being churned up.

Lusk Place site is continuing to dewater in preparation for install underground culvert and manholes. Water is being discharged into the existing fabric lined pit, filters through a turbidity barrier, some wattles, and a series of settling pools created by straw bales. Water at discharge point is visibly clear and to dissipate flow at discharge pool a straw bale guides the water down and is not churning up sediment as it was last week.

Turbidity monitoring is ongoing. I requested that McAlvain provide pump rates/volume of discharge, scheduled duration, and verification of approval from DD3.

Dewatering for water line project is still in progress. End of pipe discharge looked very close to being over the limit for TSS so I had them divert the hose where activity is occuring to the settling pond.

Requested that discharge point be closely monitored and that turbity test results should be logged.

Meeting called to discuss potential dewatering sytem change by diverting water into a sediment sack filter and land applying in Ann Morrison. Reason for change is that existing creek/drain/spring is going to be placed underground.

RP Jose is going to submit a dewatering plan, I will contact Boise Parks and Recs for additional requirements/conditions.

ACHD ESC Inspector reported that site was now dewatering into MS4. Upon further investigation it turned out the water was from drinking water line flushing by United Water - which is a permitted disharge per stormwater ordinance. Water was picking up sediment from street and nearby stockpile so we stopped flushing and had them run a hose directly into DI to prevent co-mingling with sediment. Change was made and resolved problem.

Checked dewatering operation and one pump was flowing and dishage looked within limits. I requested they keep logging samples and monitor. Water downstream in Ann Morrison creek appears to clear. ACHD will return for turbidity sample.

No corrections at this time, complaint issue resolved.

Yesterday I requested that RP Jose to re-engineer an improved settling and filtration system before continuing to dewater at Lusk Place. Dewatering was suspended and corrections were made. Jose called at 10:30 AM to inform they rebuilt the system and were getting turbidity measurements well within limits.

The new settling/receiving pond is completely lined with geotextile fabic and has a gravel dam within to increase settling time. After the dam, the water passes through a sediment curtain which was built with the geotextile lining. Before final discharge the water passes through 2 wattles to dissipate the flow. At the hose outlet, filter fabric was wrapped around to form a filter and slow the flow, the hose is layed up plastic piping cut in half to prevent stirriung up sediment under the geotextile fabric. The discharge was visibly clear at end of pond and final outlet and within limits.

Jose will file the corrective action reports in the SWPPP. Corrections complete, site currently in compliance.

Returned to site to check status of discharge two more times after the morning. Dewatering hose was diverted to a well to prevent having to discharge into the settling pond and creek (discharge offsite) when I returned to site at 10:30 AM. The remaining water in from settling pond was continuing to drain and some sediment could be visibly seen but relatively clear. No turbidity measurement was taken.

While at site I advised Jose to begin documentation for the corrective actions taken the day before. I also refered him to report the issue to regional IDEQ surface water manager Lance Halloway. Dewatering was to continue with close monitoring.

Upon returning via Ann Morrison at 3:15 PM I observed that the creek downstream from site was again turbid up to the tennis courts and first pond.

At site two hoses were discharging into the settling pond and the water at the discharge point did appear turbid, though improved from previous day's issues. I requested that one hose be directed into a the pipe diversion set up earlier and a dissipator placed on the other still in pond. This did improve the quality of the discharge but the flow volume downstream at the discharge out of the culvert under hotel's parking was strong enough to churn up more sediment.

McAlvain was planning to shut off hoses at end of day, but I called at 4:00 PM and requested that they turn off the pumps until we can engineer or provide a way to discharge water within the WQS for TSS.

Returned to Lusk Place at 8:00 AM to check on dewatering situation.

At 4:45 PM yesterday all pumping was stopped and water allowed to settle. After 6 PM on pump was turned back on with proper dissipation and settling controls.

Upon arrival I observed the discharge and it appeared visibly clear with a few particles suspended that you could see in sampling jar.

Upon further assessment, it was decided it would be best to bypass the settling pond to avoid disturbing the settled pond silts with the additional pumped water (needed for the utility work) with a pipe straight to the culvert behind the Anniversary Inn.

Downstream in the creek in Ann Morrison the water was flowing clear, with the turbid water from yester collected at the inlet into the duck pond. Water exiting the duck pond outlet did not appear effected by the discharge.

Will return to site to check discharge and advise RP to complete a Corrective Action Report to file in the site's SWPPP.

At 3:30 PM, site RP Jose called to report the discharge of turbid water into the Ann Morrison Park waterway that runs along the bottom of the Bench and into the duck pond, and eventually the Boise River by the Crab Shack/Riverside Inn.

The cause of the discharge was related to trench work for the site by United Water and a need to increase the depth of groundwater and increase amount of dewatering.

UW utilized McAlvain's existing dewatering system which had been effectively treating the discharge to low turbidity levels with 1 pump running. For this operation 3 pumps were used simultaneosly and the increased flow rate created a whirlpool in the settling pond and disturbed silts & sediment within the pond. The 3 outlet hoses into the pond did not have proper dissipation BMPs installed and amount of water flushed this turbid water downstream, overwhelming the already in place wattles and check dams and vegetation that has grown in the creek bed. It sounds like this may have been occuring for several hours before the problem was noticed. I could see the settling pond water was brown but the groundwater fwas very clear.

Corrective action taken:
1. McAlvain shut down from 3 pumps to 2 pumps before my arrival, installed rip rap and pans at the hose outlets, and staked down a GatorGuard wattle at the outlet end of the pond to increase settling time/filter the water.
2. After seeing the outflow of turbid water from site was continuing, I requested they shut down to one pump since, which they did promptly.
3. Jose took a turbidity reading around 4:35 and it was at 94 NTU, which excedes the CGP limit.
4. All pumps were shut down at that time to allow settling in the pond and stop the flow of water out of the site.

After leaving the site, I found that the turbid water had filled the creek up to behind the Ann Morrison tennis courts with turbid water. The water seems to blocked in some sort of dammed up pool behind a gated area. I did not see a flume of turbid water entering or exiting the duck pond (which is the outlet to the river).

Will return to site first thing in the morning to check situation.

Jose stated that dewatering is occuring due to utility work to be performed by United Water on Lusk Street.

Lusk Place has about 2-3 more weeks of work until footings are complete and dewatering may cease. Currently there are 2 dewatering pumps connected to a hose with the capabilitiy to run through the a sediment filtration tank. The hose is not connected to the tank because the pH and turbidity are within the water quality standards. I visually checked the outlet for clearness and erosion at the outlet splash zone. McAlvain RP Jose has a log daily water quality measurments.

BMPs are working and regular street is being performed. A water truck was in use on site for dust suppression.
