meeting with landscaper

I met onsite with the landscaper Shawn to address ESC issues and the corrections that need to be made asap.
They were currently re-grading all disturbed areas and will re-compact loose sediment to reduce Erosion, and will re-install all BMP's per manufacturer specs. Once the shallow injection well is installed, the roof drains will be installed correctly and all disturbed areas will be sodded. Will continue to monitor on the progress taking place.

complaint of discharges leaving new construction site down on neighboring home located at 503 E. Curling

Significant amount of Erosion has occured from recent rainstorm throughout entire site. Gully's have developed in several locations, all BMP's need maintenance. Discharged sediment and debris into 2 neighboring properties. Talked with Charlie Cooper (RP) disclosing BMP maintenance needs to begin today, and either temp/perm stabilization needs to occur asap.
Corrections:
1.) Perform all BMP maintenance.
2.) Remove discharged sediment from both neighboring properties.
3.) Rake out all Gully's
4.) Hook up Roof Drains immediately
5.) Initiate either temp/perm stabilization asap.
PW is on the case as well for roof drains and grading/drainage issues.

Corrections:
1.) Hook up roof drains
2.) Fill in gully erosion and install more perimeter BMP's.
3.) Remove sediment that was discharged onto neighbors property.

10:30 AM to discuss SWO issued yesterday

Arrived on site to see workers carrying in supplies for interior work and a seperate preparing to install sewer line. I explained the Stop Work Order means no work and noted that no work had been done all week prior to the SWO, with the exception of making the following corrections:

To remove SWO:
1. Post yellow ESC sign
2. Clean up all debris and uncontained washouts around the lot.
3. Sweep gutter and sidewalk
4. Properly install erosion and sediment control BMPs. Specifically a wire backed silt fence along the bottom of the site that is trenched in after the area along the fence is cleaned and dirt moved off neighbors fence.
5. Install wattles that are on site properly. Trench and stake in along back of house.

6. Resolve/submit plans for walls, site grading, and other hillside requirements with PW Civil Engineer. Address questions of the engineer.

I warned that no work should occur unless it is related to the corrections. Workers were onsite when I left but were being asked to leave.

ESC and hillside retaining wall inspection with Public Works

@ 10 am. See observations from previous day inspection:

1. No ESC permit sign or site identification posted

2. Dirt and stucco waste in gutter in front of home

3. No stucco washout containment provided, washout drained down the hill causing further erosion.

4. Sediment leaving side under downhill neighbors fence.

5. Retaining wall was not included in plans as a structural wall or a "landscape wall" and will conflict with location of proposed stormwater drainage swales/sand window.

6. RP not in control of project per BCC 8-17 and super intendant has not yet completed RP certification.
SWO issued. No work until corrections complete and new plans submitted as request by PW Civil Engineer

2. Home below house on Curling reports that sediment and sand from site has killed flowers and plants in yard. Fence posts and planks have started to bow, possibly indicating the entire site is moving down hill.

3. Potential retaining wall failure observed. Measures between 43-45 "

Working with hillside engineer to consult with geotech.
