Large muddy puddle interferring with traffic on Warm Springs reported.

Called Knife River RP Jeff to check on situation & request response. Puddle is due to the fact that muddy conditions have prevented completion of the storm drain system in that area of concern to connect it to the new stormwater retention pond south of Warm Springs. If that water was not contained on site there, it would discharge to Warm Springs Creek which flows to Boise River.

To solve the issue a temporary berm was built further up in the development's staging area and water was pumped on the other side of berm so it would not be on roadway.

Crew was onsite upon arrival and puddle has subsided. Knife River/Dallas Harris will continue to work to clean up that area and hopefully be able to complete the stormwater system. The temporary berm solution appears to be working currently. No trackout or discharges offsite occuring.

Note: Mud along side roadway will be cleaned when the powerline & utility project progresses. Utility project is in ACHD R.O.W. so not permitted through City of Boise.

Two new drainage culverts were recently installed to improve drainage at site after large rain. The pipes discharge to the south side of Warm Springs to the cow pastures. Not connected to Warm Springs CreeK ->Boise River. Silt fence has be installed around the inlets to capture some sediment. No longer draining.

Designated stormwater settling ponds are still full and draining. The end of pipe discharge goes into the pasture and is still flowing. Water is very muddy but not going to a waterway.(land application). Ponds are not yet complete.

Correction: Need to clean up trackout on Greenbelt, Old Hickory and some of Warm Springs.

Site is pumping water (unclear if groundwater dewatering or artesian spring diversion) into the wetland south of Warm Springs. Color of discharge is clear and no odor or other detectable water quality issue. Wetland is heavily vegetated with multiple settling areas. Will check outlet to Boise River next..

Additional disturbance north of site is not Knife River, it is Boise Project Board of Control workers preparing to install culvert for Penn. Canal. No flow in canal. No ESC permit required due to irrigation easements.

Report of a Knife River trucking doing illegal washout/dumping on Warm Springs at Old Eckart pull out. Called project manager and visited site for DHE #12 and they are not pouring concrete truck.

Truck reportedly came from east Warm Springs but I was unable to find the origin.

Posted Correction Notice to forbid further washout and clean existing waste at site as well as placing cones in front of area.

Will keep on the case till cleaned. Does not appear to be from this site.

Time of inspection: 1:30 PM
Inspection observations:

1. Some track out and dust associated with truck traffic and regular traffic on Warm Springs.
2. No large rocks or debris were in roadway at time of inspection.
3. Some truckers are not using the rock vehicle tracking pad when exiting site, causing dust and trackout.
4. 2 water trucks on site, fugitive dust control is working fairly well.
5. Syman Co. is inspecting site for SWPPP requirements 2x monthly. Dewatering has now started for utility trenching work.
6. No sediment containment BMPs installed at site discharge point. Ditch connects to Warm Springs Creek which discharges to Boise River.

Corrections:
1. Sweep roadway at end of work day.
2. Need to provide sediment controls to treat groundwater and also potential stormwater discharge point. Update SWPPP and ESC site map.
3. Maintain construction entrance/exit and make sure truckers are using the exit when leaving site.
4. Increase dust suppression on Warm Springs and shoulders of road.

Dust Suppression Efforts Lacking Again. Warm Springs Ave has substantial amount of sediment on it from belly dump trucks. Knife River was quick to wash down road. Followed up in the afternoon, and Knife River was able to get a 2nd Water Truck onsite to keep a water truck on both Harris Ranch 12 and East Valley Sub. Dust was suppressed when I left both sites.
