No ESC permit sign found on site, some trackout to Latah and mud/dirt collected in gutter from site. Fiber wattle placed in gutter at Kootenai should be removed and an inlet filter mat or bag installed.
Unable to reach RP and applicant at time of inspection, left VM with corrections. Will check back tomorrow AM.
