Onsite meeting to discuss SWPPP/ESC responsibilities for Basserri Subdivision phases 1-4. Organized by ESC Responsible Person Tim with Hayden Homes land development:

Knife River and Syman doing ESC related activities for land developemnt. Homes in phase 2 permitted seperately with HH RP Alan and Tek Solutions doiong SWPPP inspections:

Knife River duties:
- maintain construction entrance to prevent trackout from work and hauling area. Phase 3 & 4 rock construction entrance is at SE corner off Cole.
- use own leakproof concrete washout facility for any subdivsion concrete worki nstead of Hayden Homes home building washout pan
- have water truck on duty for fugitive dust control. May need to end of day crusting of work areas and stockpiles

Syman Company:
- will sweep subdivsion and access point on Cole once a week on Fridays. Excessive trackout or mud clods on Cole should be cleaned up within 24 hours
- will conduct SWPPP inspections on 2 week frequency and after 0.25" rain events
- during inspections will inspect storm dran sediment bags and do maintenance as needed

Hayden Homes RP Tim shall be notified by Boise ESC Inspectors for all correction requests and will delegate tasks as needed.

Discussed that any bare lots not build upon and causing dust issues will need temporary stabilization/seeding until construciton. Plan is to build out phase 2 this year. No wind blown dust issues observed at time of inspection.

Inspection observation:

Sediment control BMPs installed in subdivision, no violations observed. Minor trackout from construction entrance due to rain earlier in day, Request to scrape/maintain construction entrance rock or widen so all vehicles have to pass over track pad

WIP putting in subdivision fence. No violations observed. Storm drains have sediment protection.

Knife River to clean up.

Working with Idaho Power to have joint trench subcontractors follow site ESC requirements. Crew onsite is track utilities and they are driving around the track pad and have not swept the road.

North side.
IMC truck washing out onto ground, said thats were Knife River told them too. Talked with concrete contractor, had Knife River clean washout with front end loader and requested washout.
Washout was cleaned while I was at site.
Water truck spraying site. Entance needs some maintenance.

No current activity. Some open trenches and stockpiles on site. Entrance to Light Horizon is compacted, DIs need maintenance. Hydrant is on corner, looks like it is where water truck is filling.
Lake Hazel is under construction.

No workers on site. Area has been graded to higher elevation than road.

Construciton entrance installed, permit signs and SWPPP information posted on south phase. No dust plumes leaving site currently, but will need to get water truck(s) on site.

Jess Rosen from Knife River called regarding blasting permits, I referred him to the Fire Dept.
