Rinsed concrete washout offsite on road shoulder adjacent to irrigation ditch on Kendall Street. RP was already warned.
Parcel hold placed on all permits ESC special fee assessed.
Must be cleaned up, fee paid, and re-inspected.

Discussed BMPs with RP. Homeowners also doing some of the work. Requested they use concrete washout on site and dump no more rinse or washwater in the shoulder next irrigation nor the gutter on Rim.
