NOTE: THIS BUILDING HAS BEEN REVIEWED UNDER THE 1997 UNIFORM CODE FOR THE ABATEMENT OF DANGEROUS BUILDINGS TO DETERMINE THE ABILITY OF THE EXISTING STRUCTURE TO RESIST LATERAL SEISMIC FORCES PER 1997 UBC AND 1994 UCBC. STRUCTURAL PLANS & CALCULATIONS FOR STRUCTURAL RETROFIT ARE PART OF A DEFERRED SUBMITTAL PACKAGE THAT SHALL BE PRESENTED, REVIEWED AND APPROVED BEFORE ANY RETROFIT STRUCTURAL WORK IS DONE. THIS PERMIT SERVES NOTICE TO THE ARCHITECT, OWNER & CONTRACTOR THAT WORK DONE PRIOR TO THE SUBMITTAL AND APPROVAL OF THE RETROFIT PLANS IS DONE AT THEIR OWN RISK. Permit includes two FULLY ACCESSIBLE common use restrooms on 1st floor. Basement to be closed off and converted to mechanical crawl space only, with access floor panels. Response to outside engineering request is incomplete and inadequate. Called and left phone message with Todd Petrik, R2H Engineers, concerning his comments & presentation of response. I also called Margie Kennedy and reviewed her response to the engineer request from our reviewer. The plans had details referenced that were not found in engineering calcs or on sheets designated; calculation for seismic lateral bracing were called for but not referenced on the plans; calculations seem to indicate requirement for additional roof support at 6' on center but do not refer to type or size; answeres to some items called for specific changes bu the new required details to show clear proposals were not submitted so I have nothing to send back for engineering review, etc. no final statement from engineer reviewing for seismic upgrade concerning his analysis, design and final statement of compliance of the building with minimum UCBC & Abatement of Dangerous Buildings Code upgrades to be considered a safe building if his details & design are followed and completed; etc.

6/20/00 - New Architectural plan submittals & engineering plans & calculations (new engineer & firm now doing design analysis and structural upgrade plans than originally used) assembled with original sets and a copy is beinging forwarded to outside structural engineering firm for peer review of submitted design aanalysis and details. The design data required to be submitted for upgrade of the building in relation to the Uniform Code for Abatement of Dangerous Buildings using the Uniform Code for Building Conservation are being prepared and it was agreed in our meeting of 6/15/00 that these plans & design data would be allowed to be "DEFERRED SUBMITTALS" per UBC Section 106.3.4.2. When those plans are received they will also be routed out to peer review of structural proposals. Work concerning the retrofit do to code analysis cannot be done or occupancy allowed until all is submitted, approved, permitted and inspected for compliance.

Meeting  6/15/2000  
Met With Marge Kennedy & Jerry Armstrong of Armstrong Architects and Robert Hendershot, P.E. R2H Engineering, SLC Ut, Carl Westfall, Marlene Southard & Dan Stuart of PDS Plan Check Div, to review the evaluation of the existing 2-story structure pertaining to Section 302, 1997 Uniform Code for the Abatement of Dangerous Buildings and the proposals for upgrades based on the structural evaluation using the 1997 UBC in conjunction with the 1994 (1997 ok) Uniform Code for Building Conservation for guidelines on structural upgrade.
Mr. Hendershot provided a summary sheet of the lateral load components based on the 1997 UBC seismic forces, reviewing the maximum diaphragm shear at the roof and 1st floor for framing perpendicular & parallel to North /South & East West structural walls and what the current shear transfer capabilities are estimated to be. Based on his analysis the North & South wallsappear to be the week link that will receive new structural connection design for attachment a roof & floor; diaphragm nailing / blocking approximately 16 feet deep into the roof & floor from the N/S walls; ledgers, etc. The existing joist and rafter penetrations into the E/W walls appear to be more than adequate to transfer loads required under current codes (UCBC). The North wall will nedd verticle shear resisting upgrades and a moment frame around the existing openings on the interior of the buildings North wall, being connected to the foundation and an existing steel lintel now spanning the storefront entry and carried by cast iron columns originally placed in the 1890's per Jerry Armstrong to carry the North wall structure above the entry. The North wall is similar to a 30 foot high parapet without tie into any structure to prevent toppling outward in the event of a seismic activity.
Margie Kennedy has requested the ability to provide a cover letter and response to items noted in the plan review comments to do with the architectural upgrades and in approximately 2 weeks provide the structural analysis, calcs and plans to address how the upgrades and structural changes are to be handled. The proiposal was approved in concept with the submittal to include a request to the Building Official per Section 106.3.4.2 as a Defferred Submittal for the structural upgrade and plans. This would allow the permit to be issued based on all agreeing to the limits the contractor could proceed to under the permit until all structural submittals are provided reviewed and approved for proceeding. The Architect & Structural to submitt 3 copies of plans for inhouse routing and a copy of calcs & plans to an outside third party structural peer review by a firm currently contracted with the PDS Dept. for such purposes.
Robert Hendershot, R2H Engineering, Inc. to clearly show which code year, codes and sections he is using for each calculation design (UBC, UCBC) submitted for review and approval. This was agreed to by Marlene Southard, plan check superviser.
Carl asked Mr. Hendershot concerning the possible effect of load transfer of the adjacent buildings on either side of the building in question and if they would effect the loading design. Mr. Hendershot did not think so but felt the upgrade of this building may have more adverse effect on the other buildings not being upgraded at this time in the event a seismic occurence happens before thy undergo a remodel that would involve a lateral seismic review and upgrade similar to this proposed project.

Phone call from Margie Kennedy, Armstrong Architects. Carl Fritz, original structural engineer with Treasure Valley Engineering has been laid off. Carl does not want to persue completion of project. Treasure Valley Engineering firm does not want to proceed with an analysis & resubmittal for the building concerning Abatement of Dangerous Building Code section 302; UCBC or 1997 UBC based on scope of work proposed and plan review comments. Margie wanted to know what I suggest. I told her a structural engineer licensed to practice in Idaho will be required and an analysis & response to the plan review comments is to be provided before a permit can be issued.
