Mailed a copy of the letter on design requirements of HVAC ventilation to Rodger Albers. Gave copy to Marlene on Friday.

Contractor brought in a copy of a revised plan indicating the two new mechanical units would provide 450 cfm each (900 cfm) and that a fresh air make up fan unit would be installed throufh the roof directly into the space for the balance of cfm requirements of 1202 UBC. I told the contractor to obtain a second copy of the plans with the notes, to contact the mechanical inspector, and to have him review the plans at the job site. If he accepted them, he (the inspector) needed to date and sign them as approved and submit a copy to the plan vault for our records and the other set would remain on site as part of the approved plans. Gave a copy of the letter sent to the mechanical engineer stating tha the ASHRAE Standard was not the adopted code design standard based on the copy of the ordinance.

Two sets of plans re-submitted from mechanical engineer, Rodger Albers, Engineering, Inc., with cover letter declaring the fresh air requirements of section 1202, UBC are to be met by upgrading fresh air capability of the new RTU to 450 cfm each and installing two new fresh air roof top mounted fresh air supply fans capable of 900 cfm each = 2700 cfm capability > 154 0.L. x 15cfm/person = 2310 cfm capability required reg'd. Builidng permit issued for project on 11/9/2000. Plans put in inspectors box - Carl Dependahl - for approval per Boise City Policy.

Rodger called to say he had sent the caluclations by fax the afternoon of the 8th. I checked the fax machine and with the front desk personel to see if they had come. I told him I had not received them an verified the plan review FAX number with him and was told he would fax me another copy. Rodger stated he used section 1205.2 of the UBC as the design criteria for HVAC design. I read the section to him and noted the perameters for use of the section were the adoption of the Appendix Chapter 12, which the city had not adopted when the 1997 UBC was adopted. Rodger stated the use of the ASHRAE Standard 62-1999 was the norm used within Boise City by Mechanical Engineers to design HVAC. I told him that because the policy is to review mechanical design and installation in the field and make the general note concerning the ventillation requirements of section 1202 of the UBC as part of the approved plans, instead of requiring design submittals and approval before issuance of the permit left the responsibility of code compliance up to the architect of record and the filed inspectors. The plan review for the flame and the architects response stating the mechanical contractor would provide the needed verification was evidently what raised the concern by the contractor to ask if the plans he had received met the code. I prepared a letter for Rodger Albers concerning the HVAC design for the Flame and faxed a copy to him late Friday night. Copy of letter to Marlene Southard.

Call from contractor, Mike, Stanley Mechanical??, to say he had mechanical plans he wanted reviewed for code compliance before he started the work. Wanted to know if he could bring them in so that Dave Lightfoot could look at them before he started. Plans indicate total fresh air per person based on assigned occupant load of 154 does not meet section 1202 UBC. 154 x 15 = 2310 cfm. Plans indicated two 5 ton units at 300 cfm of outside air = 600 cfm total. Had Dave Lightfoot look at plans and reviewed the code section and ask Dave his opinion. We stamp the plans "Mechanical will be reviewed in field" and make the general note in the plan review comments concerning section 1202 UBC @ 15 cfm per person. I notified the contractor that the plans as submitted do not meet the code and the mechanical inspector nor plan review could approve the plans as submitted. Mike will notify the owner and the mechanical engineer.

Call from Rodger Albers asking what was needed for plan approval of the mechanical plans submitted for the Flam. I left him a voice mail when I returned his call as he was not available. I ask for copies of his design engineering data that indicated he had designed the HVAC system to comply with section 1202 UBC.
