*SPANGLER BROS. AUTO BODY SHOP* Within the existing Auto Body Shop, constructed in Ada County, 1979 and classified as an "H-2" occupancy; to install a piece of equipment manufacutered by "Nova-Verta", referred to as a prep station booth with floor plenum mechanical exhaust system and Dry Chem Fire Suppression System. To remove a 25' x 17 ' area of the existing concrete floor slab; excavate to a depth of 36" +/-; install compacted fill, pour perimeter concrete footings, walls, reinforced concrete floor system with thickened edge and interior bearing footings at columns; install steel pipe columns and baseplates; weld to steel beams; weld metal deck to beams; place rebar and pour new 6" floor slab; leaving the down flow air plenum below the new structural support floor system; all per approved plans and engineered details. SPECIAL INSPECTION REQUIRED PER STRUCTURAL ENGINEERS SPECIFICATIONS & PRODUCT EVALUATION SERVICES REPORTS, AS NOTED ON PLANS. A "Letter of Completion / Compliance" is required for this project as evidence of code compliance & inspection approval before the area is allowed to be used for any purpose or use. All per approved plans to include red-line notes on plans, attached plan review comments and engineering. PC#01-322/drs

Received engineering and cover letter from James M. Rees, MTC, Inc that he will provide special inspection in field for compliance with his engineered design specs & plans.

Ask for engineering design calcs and letter from engineer on special inspection requirements. Mr. Rees said he had been hired by Mr. Spangler to inspect and verify the structural integrity based on the engineered plans was completed as designed. He will act as the special inspector and give the final report to structural per 1701.3 UBC. I ask him to provide his comments in writting to accompany the engineering.

Review of plans revealed the engineering design calcs, special inspection requirements & steel deck specs were not included. I called Mr. Kennison and ask if I could call Mr. Rees to ask for clarification and to get Mr. Rees phone number.

Faxed & mailed copy of plan review of items missing from submittals with copy of code sections needing to be addressed by an Idaho licenced engineer to Kevin Spangler, owner and person I was told is responsible for additional information per Brad Kennison of Nova Verta.. I e-mailed copy to Brad Kennison, product sales manager for Nova Verta, provider of submitted plans & specs.

Ask for engineering calculations and details and for the structural work shown on the plans require the plans be stamped by a licensed Idaho structural engineer. I called Mr. Brad Kennison in Spokane WA at the Nova Verta HQ's to ask for this information. He said he would have to have plans sent to Mr. Spangler to have him provide the engineer to stamp and provide design. The plans appear to have been designed for a higher seismic zone than ours based on the steel, etc. The plans have notes warning the owner to consult with an architect and or engineer before starting the work nad that Nova Verta only drew the picture's and is not responsible if the layout and structural parts beyond furnishing the mechanical equipment doesn't work. Routing the plans to the fire code analyst while waiting for response.

This property has been annexed into the city since the building and current existing occupancy was started. We therfore had no plans for the existing property to reference for this project. It was required that a floor & site plan for the existing property be obtained for use with this project. The owner, Kevin Spangler was able to provide a copy of the original plans for the body shop where the booth is proposed to be placed along with a copy of the fire marshall's plan review from 1979. I used this information to clasify the existing structure as the scope of this permit does not require that a more in depth analysis of the occupancy group and hazardous materials be provided - this permit will deal only with adding the piece of mechanical equipment, the structural modifications necessary to install the down draft exhaust system, dry chem supression to serve the unit. All other existing conditions will not be involved with this project.

Phone Call to Brad Kennison, Nova Verta @ ###-####, Spokane WA, to ask about structural engineering and calculations from an Idaho licensed engineer and to request new copies of plans with the engineers stamp signature and date on them. Mr. Kennison told me that they did not provide engineering and that the plans submitted were copies of several plans for which they had obtained engineerining details in the past in California but that he did not have the calculations and his company did not furnish them as part of contract for this job. New copies of plans would be sent to Kevin Spangler and he could have his structural engineer provide required information and stamp on plans. Plans from Mr. Kennison have two notes that indicate they are concept plans and that the person or firm buying their product should consult with an architect or engineer to provide construction documents. I noted this in a copy of requirements I sent to Mr. Spangler on 4/14/01.
