Bev Dugger went to the site today and verified that the bakery that had gone in without a permit in 2001 has moved from the business and that Dodi Ruchti, owner of the building and the beauty acadamy is operating the business under the origianl name and is not a sandwhich shop requiring further review and fee's by PW. Bev is voiding the sewer use fee's. Russ Owen also verified the bakery is no longer at this location and that Dodi Ruchti is the business manager. PLEASE VOID THIS PERMIT.

Mr. Lannen called to see if I could tell him who I had talked to concerning the bakery in 8/01. The name and number I wrote on the plans was Nancy Lannen. I told Mr. Lannen this information.

Gary Lannen came in to review the requirements for obtaining a permit for the new tenant use for the former Muggs Espresso. The Mugs Espresso sign is still in place at the tenant space. Gary was with Don Ruchti on the first visit in August 2001 when this work without permit problem was first discovered and the owner/tenant was required to come in for new permit. A new Type II hood has been installed in what was originally an office and the area is now a bakery & storage area. The door and sidelight to the previous office was removed; a new hand sink was installed and the original tripple sink was removed and replaced with a new larger unit to accomidate larger pans; the customer service counter was modified to allow a refigerated display case to be installed in line with the counter; a combination storage/bench seat unit was relocated from the tenant space to the corridor and is used by the tenant; review with PW indicated additional sewer use fee's are needed because of classification change to a full service sandwhich shop. These items had been reviewed with Mr. Ruchti in August & Sept.of 2001. I sent the inspector out to the tenant site in Sept. 01 and a five day notice of code violation was issued. Nothing had been heard from the tenant until a second 5 day notice and then a 30 day notice was issued to the tenant by structural inspector on 5/3/02.

Talked w/Gary Lannen, tenant re: getting the permit issued and picking up an occupany request card for follow up signatures against this scope of work. Perm. Occ. Cert. issued in March, 1999 to Mugs Espresso.

Call to Deb Moran at CDH to verify that they do not have any concerns that need to be addressed before a permit is issued to Mugs Espresso. Deb didn't have any problem as she had talked with an written the survey to the tenant / owner, Don Ruchti. Don is going to sub lease a portion of his tenant space to a Nancy Lannon for use as a bakery. She will sell products from his coffee shop and manage it for him as Deb understood. Deb explained that a new prep sink had been installed next to the changed out tripple sink and that there is a hand sink in the front counter that would probably have required extension of plumbing lines at time the front counter was moved. The original door with sidelight to the previous approved office area that is now the bakery & storage area has been removed to be an open pass through. This information had not been included on plans for permit provide by Don to show scope of work done.

Met with Don Ruchti & Gary ? concerning work that had been done without permits or plans. They had been sent to plan check by field inspector responding to complaint under MIS01-00152. Don obtained the T.I. plans from records for the original remodel that provided current C.O. #7711, to Mugs Espresso Bar, Inc.
