Called IBI Tanks, Caldwell, ID & Ontario, OR., ###-####, and talked with Scott concerning tank design. Designed per UL-142, Double wall tank (tank W/I tank) with 125% of liquid capacity in outer tanks with leakage detection. Discussed what would happen if piping between generators was broken what keep the fuel from draining onto the floor, etc. Scott said anti siphon device used to close off opening from tank to pipes to prevent spills. 2000 IBC Sec.Section 414.5.5 states that spill & secondary containment is to be provided when required by the 2000 IFC. I am routing the plans with this data / information to the code analyst for determination of requirements.

Found IFC reference Sec. 202, Deffinitions, tying into IBC Sec. 307.9, looking up 'Hazardous Group H' which has an exception stating "occupancies as provided for in the IBC shall not be classified in Group "H" but shall be classified in the occupancy which they most nearly resemble", same basic language in IBC. So will not be an "H" occupancy under either IFC or IBC.

Received e-mail from Will Winslow reviewing his thoughts on the spill & secondary containment requirements and if they would be applicable. He provided two scenerios. On stating that the spill and containment were required per the IFC and that they were required if an "H" occupancy. This would not be and "H" occupancy and thus not required.
The other interpretation would be that spill and secondary comtainment is required whebever the Maximum Allowable Quantities of hazardous material are exceeded regardless of occupancy use group. He felt this interpretation made more sense considering the potential hazards if there were to be a fire and spill and secondary containment was not provided.

Call to Will Winslow, Haz Mat Expert and member of IFC Committee. Ask him concerning new section in IBC, Sec. 307.9, item 5 which says that closed system with combustible products that serve equipment are not to be classified as "H" occupancy even when the combustible product on hand exceeds the allowable limits. I ask if this was the intent of this code section, if he new where a similar statement was made in the IFC and if a double wall tank used for the deisel fuel, designed per UL 142 qualified as a providing compliance for spill control & secondary containment requirements. He felt this code section did intend to modify the use group classification so not and "H" occupancy, he would check the IFC but did not know of a similar code section but the intent was for the IBC to declare occupancy use group - not the IFC, and he felt the double wall tank would satisfy the spill and containment requirements since this was an "H" occupancy requirement which this occupancy use would not be. I said that section 414.5.5, Spill control, drainage & containment, referenced as still needing to be complied with in Sec. 307.9, did not reference an "H" occupancy but was required for storage of hazardous materials when required by the IFC. He will research and get back to me.

He said he had presented all he had but would check with Dave Cutbirth, DC Engineering to be sure. I told him the resubmittals had not addressed all of the fire code analyst comments and I would like them complete before I routed back to them.

Plan was failed by fire code analyst and based on quantities of deisel fuel, CL2, 950 gallons declared by applicant, for emergency generators % verification per fire code analyst, the generator room is classified as an "H2" occupancy which has specific separation and design requirements. Talked with Victoria Moore, Lea Electric, who transferred me to Bill. Bill said he had received the review comments from
Sam Rogers & D&C Engineering was working on plan resubbitals & response and had promised them to Lea Electric on Thursday, 10/23/03, and they would resubmit to Boise City.

Work has been done without permit and it is uncertain of inspections. A permit for electrical, ELE03-01801 was issued and tied to a project at 1221 Idaho; a mechanical permit, MEC03-1801.
