Exterior Paint color not correct.To finish the tenant improvement for the new 235,965 square foot, eleven story high rise, parking and Hampton Inn hotel portion of this building. The first floor contains 7,775 sq. ft. of retail space (to be finished under separate tenant improvement permits), 9,000 sq. ft. of hotel lobby space and 19,020 sq. ft. of parking garage space (total 35,795 sq. ft.). The second, third and fourth floors are parking garage (34,750 sq. ft. each floor, total of 104,250 sq. ft.). The fifth floor contains hotel rooms, laundry, meeting rooms, exercise room and indoor swimming pool (16,000 sq. ft.). The sixth through eleventh floors contain hotel guest rooms (13,320 sq. ft. per floor, total 79,920 sq. ft.). The fire-resistance rating reductions allowed by IBC, Sections 403.3.1 and 403.3.2 is being used to reduce the required fire-resistive rating from Type IB to Type IIA. The reduction is allowed in this building with the use of sprinkler control valves equipped with supervisory initiating devices and water-flow initiating devices for each floor. The other requirement of this reduction is the construction of two-hour fire-barriers between the first floor mercantile occupancies and the remainder of the building. IFC question: Sent the following email answer to Linda Shinshiro's (Devcon's HVAC Consulting Engineer) email request for clarification on IFC 509.1 items 5 and 6.
"Linda, thank you for following up on this, as I somehow overlooked your letter. Instead of sending your letter back with your question/answer sections filled in, I will send my answers by this email to expedite them to you.

In my opinion, the short answers to your two questions are: 1) Item 5 refers to all building air handling systems; and 2) No, the stairwell pressurization fans are not the air-handling equipment referred to in Item 5.
However, I need to elaborate further, because you may have been confused by our parenthetical review comment on Item 6.

IFC 509.1 Item 5 refers to all building air handling systems.

IFC 509.1 Item 6 refers to the fire fighters control panel required by IFC 909.16 for building smoke control systems. Our parenthetical comment on this section “Not applicable” only referred to the fact that there is not a building smoke control system; I apologize that this is misleading. The pressurized stair option is addressed under “smoke proof exit enclosures” in the IBC 909.20, which specifies design requirements which are different than the criteria for building smoke control systems which are addressed in preceding sections of IBC 909 and IFC 909. So technically a stair pressurization system is different than a building smoke control system, but nonetheless it is a type of smoke control system. Refer to IFC 909.16.2 which states “The fire-fighter’s smoke control panel shall provide control capability over the complete smoke-control system equipment within the building as follows…” and then sub-Item 1 states “This includes stairway pressurization fans…”.

So my interpretation is that a fire-fighter’s control panel is required in the FD Command Center per 509.1 item 6 and it will have to include control capability over the stairway pressurization fans per IFC 900.16.2. Again, I apologize if our parenthetical review comment was the source of any confusion.

Agreed: they will submit revised hydraulic calculations for the standpipes based on 750 gpm total demand and use of the tank/pump supply; they will recirculate the PRV discharge back into the fire tank; they will have a Calif. firm design a quality leak detection system (it will not be a low-bid design/build); fire pump and jockey pressure settings will be shown on the final pump/tank test documents given to the fire inspector at the final inspection; the 250 gpm hose demand will remain as specified; the fire tank capacity will remain as shown on the most recently approved plans.

1. This re-modified secondary water supply system for the new 235,965-ft/2, eleven story high rise structure is currently not a standard secondary water storage holding system. Under IFC 104.7.2, this reviewing authority shall require the following minimum requirements:
A. Obtain and submit approval incorporating (wet) stamped plan/s and reviewing comment letter from an approved, current, registered certified Fire Protection Engineer, of a design meeting the minimum requirements in regard to the associated current adopted NFPA 13, 20, 22 and 72 pamphlets, with approval of the secondary water supply "tank" that includes, (but may not be limited to) associated sizing's, locations, fire pump connection/s, fill line/s, overflow and associated (listed) manufacturer's controls, sensing and related devices and appurtenances being incorporated in the required automatic secondary water supply system in this facility.
February 10, 2006 - Provided revised tank and piping plans. Several issues found under this submittal which need addressed, verified and corrected:
i) Possible pump cavitation problem relating to the upper tank draw down level equal to the "0" head level of the lower tank allowing suction (entrance) of air being drawn into the pump suction line. Provide a design which will verify and prevent possible pump cavitation and failure.
February 24, 2006 - Designers revised plan include a "P" trap on the suction line for the 2nd (upper) tank. There is no design verification data provided to address the draft characteristics of each tank, but it would appear the combined tank draw down would draft air since the "P" trap is still above the level of the tank floor (where the level of the required draw down is designed for). This would still enable the suction (entrance) of air in the suction piping and thus create fire booster pump cavitation. Revise and resubmit corrected drawings.

Telcon from Keith at DeBest. He can't get "stamped" plans from the FPE until Thursday, will submit to us on Friday. He wants to bring over revised fire tank plans now for us to start review to expedite things. I agreed to do that but would not show it as official submittal of plans or release "approved" plans until they submitted the stamped plans. He will bring them in tomorrow morning.

He will re-design and have DeBest submit revised plans with his "review" stamp on them.
ii) The tank fill lines have butterfly separation valves located on the discharge sides of the "Cla-Val" valves? It would be wise to relocate these "butterfly" valves to the supply sides of these valves for separate isolation of the same. This will accommodate individual instead of double deactivation if either requires repair. Review comments sent to DeBest.
February 10, 2006 - The wall extensions, tank load of one over the other, pipe penetrations, modification of tank floor, etc., will require written approval verification by an approved structural engineer by prior to IFC final tank approval.
Resubmittal also included sheets A2.1 and A2.1.1 modified to show rated corridor wall from exterior to Fire Command center. Proposed corridor design and rating acceptable from fire standpoint. Plans routed to JCM for Building approval and distribution of modified plans.
