Onsite fire conference at request of neighboring property owner, Jeff Amswald (Whiteman Ind's.), with Dave Hanneman and Bryan Ellsworth, FedEx building contractor; regarding the latest proposed FD access connector roadway onto Whiteman property. Mr. Amswald prefers not to accommodate FedEx's request due to the location, grade and restriction of future expansion plans. D. Hanneman determined by inspection, the proposed roadway location would not be acceptable due to steep grade. Mr. Amswald has discussed the issue with the owner of the roadway parcel to the east (Bob Russell, Industrial West Group, ###-#### ext 203) and believes he would be receptive to negotiating a cross access easement with FEDEX to allow the connection as shown on the issued, approved plans. It was agreed we would contact Mr. Russell to explain the City FD access requirements as they apply to future development of the surrounding property as well as to determine his willingness to consider this option for FedEx.

Telcon with Bob Russell, owner of the roadway to the east of FedEx to discuss FD access requirements. He indicated he is working with FedEx and he expected they would be able to get the papers signed within a couple of days; he indicated he will be charging them for the cross-access agreement. He said he is well aware of our requirements; that he met with our FD 3 times in conjunction with the Planning Dept and will be putting in approx. 3000' of roadway connecting to Eiseman to provide a second access to his currently undeveloped property.

As you probably know, Fire has done a final inspection and found that everything except the second entrance was acceptable.
So, do you want us to give them a TOC now, or should we wait until we receive the letter from the owner and revised plans first? (My concern is that if we give them a TOC before they get the revised plans submitted and approved, they may not be able to get the work completed within the stipulated two week TOC period).
Please let me know what you'd like us to do.

I met with the reps of the Fed Ex project and we have come up with a possible secondary access solution. From FIRE, I will approve temporary C.O. for two weeks to allow them to work with the property owner. They are also doing a revised site drawing and a follow up letter.

Sent the following email reply 10/17/06 to Brian Ellsworth's emailed question as to whether S&H vents could be eliminated.
"I did, just this afternoon. Chief Hanneman feels we must stay with the requirement for the smoke/heat vents as stated in IFC 910.2.1. This is mainly due to the 29' high roof which is 13' above the top of the 16' overhead doors. This 13' space will entrap smoke and the FD fans would not be capable of removing the smoke; whereas the vents would allow it to be promptly and effectively evacuated. I have advised Richard Honsinger of the decision by phone but do not have his email to send it in writing. Would you please forward this email on to him as written confirmation of the decision.
