(W & H PACIFIC - UNA MAS BLDG - 2ND FLR) Note: This building is fully sprinklered for substitution of 1-hour fire-resistive construction. First time tenant build-out of an 12,188 sq. ft. portion of the existing 17,745 sq. ft. second floor for use as an office by W & H Pacific per approved plans, to include red-lined plan review comments on plan sheets and all attached plan review comments & conditions of all reviewing agencies as part of the approved plans, requiring compliance & verification for final occupancy approval. There is an existing central core to this building, approximately 780 sq. ft., which includes the three exit stair systems; and an elevator for accessibility compliance, part of BLD06-00688. Accessible restrooms to serve all tenants on this floor will be added as part of this permit. This permit also includes construction of walls & finish of approximately 1,000 sq. ft. in the 17,745 sq. ft. basement as storage (S1) use by this tenant. This permit involves construction of interior, non-combustible walls to create offices, conference rooms and support areas; installation of electrical, mechanical, plumbing, fire and alarm systems; wall & ceiling finishes, cabinetry, doors & hardware and floor finishes. The central stair system is being upgraded to provide a 2-hour stair enclosure and all the supporting structure of the new enclosure and the exit discharge path through the first floor lobby to the north. Plan resubmittals for upgrade of supporting structure & walls of center stair to upgrade to a 2-hour exit enclosure were provided and inserted into the plans. The center stair enclosure is required to provide the two required exits to all areas of the second floor based on this new tenant build-out. All columns, beams, floor system and enclosure walls are to be protected with 2-hour fire reisitive assemblies from an approved testing agency. copies of proposed systems/assemblies are to be provided to structural inspector for approval prior to beginning construction.

Call from Jared Miller, mechanical design, concerning use of exception 1023 for exit discharge from the to-be upgraded 2-hour stair enclosure. With the exiting changes to the second floor connecting all areas to the exterior stair enclosure, the central stair becomes the 50% exception allowed in this code section. The support structure under the first floor lobby(s) exit discharge is required to be of 2-hour construction (if lobby discharge is in both directions on first floor, entire lobby / non-rated corridor floor supporting this area is required to be rated for 2-hours per sec. 1023. This eliminates the need for ducts and non-occupied area door opening into and exit passageway to be removed or modified to be out of the passageway per sec. 1019 IBC.

I called him back to let him know I could not approve his request; that a permit to allow work up through framing in new shell builds had not been issued and I could not approve the process until the permit was issued. I gave him Marlene, George, Jenifer & Bruce as persons of authority to discuss his request with.

Architect provided 8-1/2" x 11" sheets with 2-hour wall system specified but only a note that other requirements were applicable without defining what where and how. Portions of the support system for the shell at elevator and mechanical shaft enclosure were required but additional support structure protection is needed. discussed on phone with Kelly Patrick and Glenn Walker. Also 2-hour exit passageway extension cannot have non-habitable rooms as defined by code opening into them. The access to the telephone/electrical room will need to be moved.
