Reviewed 10/10/07 alternative design request letter from architect, Cory Nelson, Modus Architecture. The alternative design request is to allow the use of IBC 707.2 Exception 2, Item 2.1 as an alternate for providing 1-hour opening protection on an existing skylight below a proposed new exterior exit stair.
Fire does not feel this proposal is acceptable. The cited Code section stipulates that it is "for an escalator opening which is not a portion of the means of egress". This cited section should therefore not be applied to this situation, which is a required means of egress. Sprinklers are already a requirement for this building, so sprinklers do not constitute an equivalent alternative to the required 1-hour construction. Adding additional sprinklers would not improve the effectiveness or reliability of the existing sprinkler protection. Advised Cory of this decision by phone, 10/23/07; he understands and will use a different design approach.
